Council Minutes 3/6/2001 <br />~,,, Resolution No. 2001-26 was introduced and placed on first reading by Mayor Musial. A <br />resohrtion authorizing the Director of Public Service to advertise for bids for repair of the <br />HVAC system in the lobby area at the North Olmsted Recreation Center in the City of <br />North Olmsted as detailed in the specifications on file and authorizing the Mayor to <br />contract for the same, and declaring an emergency. <br />Resolution No. 2001-31 was introduced and placed on first reading by Councilman <br />Miller. A resolution expressing support for the passage of House Bill 251, which would <br />create new Section 4511.203 of the Ohio Revised Code, prohibiting the use of mobile <br />telephones while operating motor vehicles on the streets, highways or any public or <br />private pxoperry open for vehicular travel or parking, in the State of Ohio, and declaring <br />an emergency. <br />Resolution No. 2001-32 was introduced and placed on first reading by Councilman <br />Nashar. A resolution requesting the United States Postal Service review the inadequacy <br />of the parking lot at the North Olmsted branch office, which is causing a traffic safety <br />problem on Lorain Road in the immediate vicinity of the branch office, and, as well, <br />resident and patron dissatisfaction with the available parking facilities on the lot, and <br />consider purchasing the vacant lot located immediately to the west of the branch office <br />for parking lot expansion purposes, and declaring an emergency. <br />Ordinance No. 2001-33 was introduced and placed on first reading by Councilman <br />McKay. An ordinance providing for the issuance and sale of bonds in the maximum <br />aggregate principal amount of $10,750,000 for the purpose of constructing, furnishing, <br />equipping and otherwise improving a free public library building and acquiring, <br />preparing, landscaping and otherwise improving its site, and declaring an emergency. <br />Mr. McKay noted that he was in receipt of the Fiscal Officer's Certificate. <br />Ordinance No. 2001-34 was introduced and placed on first reading by Councilman <br />McKay. An ordinance providing for the issuance and sale of bonds in the maximum <br />aggregate principal amount of $3,901,000 for the purpose of advance refunding at a <br />lower interest cost the $3,538,500 of outstanding street improvement bonds, Series <br />1992A, that are stated to mature on December 1S, 2012, and were issued as a part of the <br />consolidated issue of various purpose bonds, Series 1992, dated as of December 1, 1992, <br />to pay costs of improving certain designated streets in the city's street system by grading, <br />draining, curbing, reconstructing the pavement base, widening, preparing the surface and <br />paving, by reconstructing and rehabilitating storm sewers, sanitary sewers and water <br />mains, by constructing and reconstructing curbs, sidewalks and driveway aprons, and by <br />installing underground and above-ground wires and cables for street lighting, all where <br />necessary, together with the necessary appurtenances and work incidental thereto; <br />authorizing and directing the call for optional redemption on December 15, 2002 of all of <br />the refunded bonds; authorizing the execution and delivery of a bond registrar agreement <br />and a bond purchase agreement with respect to the refunding bonds and an escrow <br />agreement with respect to the advance refunding of refunded bonds, and declaring an <br />emergency.
