Council Minutes 3/6/2001 <br />was seconded by Mrs. Kasler. Roll call: Miller, yes; Kasler, yes; McKay, no; Limpert, <br />no; Dailey, no; Nashar, yes; O'Grady, no, The motion failed with three yeas and four <br />nays. <br />Councilman McKay said he felt there needed to be clarification with regard to capital <br />improvements, in particular with regard to south Canterbury Road. At the committee <br />meeting he had suggested that Council pass the legislation for the borrowing this year, <br />but the borrowing should not be done until next year. A discussion ensued as to what <br />Council had agreed to with regard to borrowing for this year-the total borrowing or <br />borrowing for engineering costs. Also, the cost of preparing the legislation was <br />discussed. Mr. McKay made a motion that Squire, Sanders & Dempsey be requested to <br />prepare the legislation for the borrowing for south Canterbury Road. The motion was <br />seconded by Mr. O'Grady. Roll call: McKay, yes; O'Grady, yes; Nashar, yes; Miller, <br />no; Limpert, yes; Kasler, no, with the comment that she agrees with the project but does <br />not agree with the timing of doing the legislation a year ahead. Roll call continued: <br />Dailey, yes. The motion passed with five yeas and two nays. <br />With the agenda being completed and there being no further business to come before <br />Council, President Saringer adjourned the meeting at 11:10 p.m <br />GC.- <br />J A.
