Council Minutes 3/6/2001 <br />~~ Limpert over the years. Also, the city will provide funding for the police officers to <br />obtain interactive shooting skill time as opposed to the current passive shooting time. <br />The budget includes $200,000 as a first payment into the budget stabilization fund (rainy <br />day fund) for emergencies. <br />2) This morning he attended a meeting that Congressman Kucinich called at his office on <br />Detroit Road. The meeting lasted about two hours and included a discussion by the <br />elected representativestyho were present regarding the problems, potential solutions and <br />the various aspects involving the airport expansion program going on in Cuyahoga <br />County. By consensus, the group adopted the following resolution: "As public officials <br />representing the area and the people surrounding Cleveland Hopkins International <br />Airport, we recognize the need for expansion of air service to northeast Ohio. We also <br />recognize that expansion requires careful planning. Such planning requires the <br />participation of all the affected communities, in concept, as well as design. As elected <br />officials representing these communities, we resolve to ensure that future expansion of <br />Hopkins is done with the full participation of the people of the surrounding communities <br />and their elected or appointed representatives. Together with our consultants we resolve <br />to continue to meet on a regular basis to work together with the City of Cleveland for an <br />expansion that takes into account, among other things, need, state of the technology, <br />environmental impacts, environmental justice, rational planning, use of existing resources <br />and open public participation." <br />Law Director Gareau: l) With regard to the arbitration case dealing with the police <br />dispatchers' overtime, the arbitrator found in favor of the city. This case was litigated by <br />Jim Dubelko. <br />2) On this evening's agenda are two ordinances which are the result of successful <br />negotiations with two property owners on Butternut Ridge for the acquisition of their <br />property for the library. These ordinances have emergency clauses and also should be <br />passed on suspension of the rules The City Charter does provide that the city cannot <br />acquire land or build buildings with suspension of the rules or as an emergency. <br />However, because this matter was approved by the voters and the language indicated the <br />purpose for it and we were to use those funds and appropriate those funds for the <br />acquisition of property, that provision of the Charter is not applicable. He is continuing <br />to negotiate the acquisition of the additional residential and commercial parcels. <br />3) At its last meeting, the Board of Zoning Appeals heard a proposal by Sprint to <br />construct a 125-foot monopole near West 231 Street behind the commercial property. <br />The Planning Commission recommend this proposal be defeated. It was presented to the <br />Board of Zoning Appeals as a use variance, and the Board of Zoning Appeals defeated <br />the request. This does raise interesting questions with respect to what the city is faced <br />with, particularly regarding the overlay district. It is something that ought to be looked at <br />very seriously because it leaves the distinct impression that we have some problems with <br />respect to availability of land on the eastern portion of the city. <br />President Saringer announced that a public hearing would be held at 7 p.m. on Monday, <br />April 23, with regard to Ordinance 2000-13 which concerns the overlay district. <br />,r„ <br />
