Council Minutes 3/6/2001
struggled. The committee will, without sufficient rationale from the Mayor, continue
to examine and discuss this issue further.
2) A committee meeting was held on Tuesday, March 6. Present were committee
members Kesler, Nashar and Miller; Council members Saringer, Limpert, O'Grady and
Dailey. The committee interviewed Axel Hoyer for a position on the Recreation
Commission as recommended by the Mayor. Mr. Hoyer is a 13-year resident of North
Olmsted and has four children. He is an accountant and the manger of his own financial
and tax services company. In relation to the Recreation Commission, he is a former
president, vice-president, team sponsor and coach of North Olmsted Hot Stove League.
He has also coached recreation football and basketball. It was the committee's sense that
he was interested in expanding and sharing his knowledge of recreation with the
commission for the improvement of North Olmsted recreation overall. The committee
unanimously recommended approval of Mr. Hoyer to the Recreation Commission. Mrs.
Kesler made a motion to approve the appointment of Axel Hoyer to the Recreation
Commission. The motion was seconded by Mr. Miller and unanimously approved.
Councilman O'Grady, chairperson of the Public Safety, Health & Welfare Committee: 1)
The committee met on Tuesday, March 6. Present were committee members O'Grady,
Kesler and Limpert; Council members Nashar, Dailey, Miller and Saringer; Safety
Director Jenkins. Agenda items were as follows:
• A liquor license for Steak & Ale of Ohio Inc., DBA Benningan's at 4824 Great
Northern Blvd. Benningan's will be built in the northeastern corner of the Great
Northern Mall. The liquor license type is a DSB, which calls for spirituous liquor for
on-premises consumption only, beer and wine for on-premise and off-premises in
original sealed containers until 2:30 a.m. and enclosed within a shopping mall.
There was no objection to this liquor license from the North Olmsted Police
Department, and the committee unanimously recommended approval. Mr. O'Grady
moved that Council approve the liquor license for Bennigan's at 4824 Great
Northern Blvd. The motion was seconded by Mr. Limpert and unanimously passed.
• Ordinance 2001-40, which will be introduced today by Mayor Musial, Council
member O'Grady and Council member Limpert. This ordinance amends the Traffic
Control File of the City of North Olmsted by replacing the `2To Parking" signs on the
north side of Sweetbrier Drive between 26864 and 26820 Sweetbrier with "No
parking, stopping or standing" signs; one sign with an arrow pointing east to be
located in the right-of--way of the west property line of 26864 Sweetbrier and the
other with an arrow pointing west to be located in the right-of--way in the west
property line of 26820 Sweetbrier and declaring an emergency. This is a follow-on
ordinance to an action taken by the Safety Committee late last year in response to an
issue raised by the principal of Pine Elementary School. The issue was that, as the
school children were trying to leave the area, parents were parking bumper to bumper
on either side of the street. The result was that children who were crossing the street
were crossing between parked cars. Council took action to place `~To Parking" signs
on the north side of the street. Unfortunately, this, in fact, is not a restriction to
someone pulling up and stopping there. So, in order to address that and to fulfill the
5
