Council Minutes 3/6/2001
constructing an irrigation system, a maintenance storage building and drainage, a cart
path and other improvements to the golf course and renovations, remodeling and
refurbishing of the clubhouse and ballroom, Due to the fact that the golf course is
the larger producer of revenue, it will get the larger share of the renovation. 1)
Irrigation system will consist of a double row fully automatic irrigation system to
water the turf areas as well as the fairways, the greens and the tees. Anew pumping
station and pump house will also be installed. 2) There will be a complete drainage
system with a new pond built on the south end of the course. The pond will be
connected to the existing ponds which will drain the property. Also there will be
improvements to the tees, greens, cart paths, paving and sand bunkers and other
renovations. Anew maintenance building will also be constructed with office space,
rest rooms and equipment storage. 3) The old clubhouse will be demolished to
provide for a new golf clubhouse and also a new kitchen area will be in the new
clubhouse. Customers will use the lower party rooms for transactions during the
renovation. 4) The ballroom roof is in much need of replacement. Due to the roof
leaking numerous times, the condition of the supporting roof structure is unknown.
Councilman Miller suggested a structural engineer be retained to determine the
structural condition. The administration feels that, until the roof is removed, it would
be unable to make a good determination. 5) The ballroom kitchen upgrade will.
include refrigeration and freezer space, additional food preparation equipment and a
sanitation line. 6) The lake at the clubhouse is the holding area for the retention
basin for the western area of North Olmsted. The lake would be used as a source of
water to irrigate the course. 7) A new cash register system would be installed at
three locations: the ballroom, the golf counter and the food and beverage counter.
The register would be integrated with two new computers located in the office area.
It would provide for more accurate information on the rounds of golf played and
price structures and the streamlining. The project timeline for construction is starting
in the summer and fall of 2001 and completion by the summer of 2002. The project
would be funded by an increase in the rounds of golf played, the cart fees, food and
adjustments in the green fees. There is a $200,000 contingency for emergencies.
The committee recommended approval.
• Ordinance 2001-20, which provides for the sale of bonds in the amount of $255,000
to improve North Olmsted City Park by constructing tennis, shuffieboard and
basketball courts and improving the playing fields, the driveways and the parking
facilities. The committee recommended approval.
3) The committee met in joint session with the BZD Committee to discuss Resolution
2001-14, which authorizes the Director of Public Service to advertise for bids for the
relocation of a water main on a vacated street, Northern Avenue, between Porter and
Decker roads. The reason for the relocation is the Cleveland Water Department will no
longer repair the water line should there be a problem because it is too close to the homes
in that area and we do not have aright-of--way contract. This is a very important water
line because it performs a loop system necessary to maintain the water pressure and
supply to that area of the city. The committee recommended approval.
.~.
7
