Council Minutes of 2120/01 <br />ordinance would require utility companies to take out a permit (including a fee) to do <br />repairs in the city. After lengthy discussions, the committee voted to send the <br />ordinance to the Law Department for review. <br />Mr. McKay, chairperson of the Finance Committee: 1) The committee met on Tuesday, <br />February 13. Present were committee members O'Grady, Limpert, McKay; <br />Councilpersons Nashar, Dailey, Kesler, Miller and Council President Saringer; Mayor <br />Musial, Service Director Bohlmann, Finance Director Copfer, Assistant Director of Law <br />Dubelko. Agenda items were as follows: <br />Ordinance No. 2000-33, which establishes health care benefits for non-bargaining <br />employees of the city. Upon passage of this ordinance, all full-time non-bargaining <br />employees participating in the health plan shall pay 12% of the cost and on July 1, <br />2001, the plan premium cost will increase to 13%. This will equalize the health costs <br />to all city employees. The committee recommended approval. <br />Ordinance No. 2001-02, which establishes the pay ranges for the administrative and <br />legislative personnel. This ordinance clarifies the Clerk of Commissions and the <br />Assistant Clerk of Commissions pay ranges. The Assistant Director of Finance range <br />was increased in 2001 to $46,679, 2002 to $48,079 and 2003 to $49,521. The range <br />for the Clerk of Council was increased in 2001 to $38,239, 2002 to $39,386 and 2003 <br />to $40,568. These salary ranges were increased to the average of neighboring <br />communities in the Westshore area. The range for the animal warden, with <br />euthanasia license, became $34,320 in 2001, $35,350 in 2002 and $36,410 in 2003. <br />Also, Springvale employees have now been included in this ordinance. <br />Ordinance 2001-08, which permits the Service Director to supplement the existing <br />contract for the purchase of road salt without public bidding. The city has a contract <br />with Morton International to provide salt for our streets. The problem is that severe <br />weather may cause the demand for the salt to exceed what Morton can supply. The <br />city needs the ability to purchase salt on an as-needed basis from Acme Company of <br />Youngstown and Cargill Salt Company of North Olmsted. The committee <br />recommended approval. <br />Mr. McKay, chairperson of the Environmental Control Committee: 1) The committee <br />met on Tuesday, February 13. Present were committee members Nashar, Dailey and <br />McKay; Councilman Limpert and President of Council Saringer; Mayor Musial and <br />Safety Director Jenkins. The committee discussed Resolution 2001-12 which urges the <br />Federal Aviation Administration to make necessary steps to lower the airplane noise over <br />North Olmsted. The committee's suggestion is to require the planes to fly at a higher <br />altitude when leaving the airport and going in a westerly direction over North Olmsted. <br />The committee recommended approval. <br />President Saringer reported on the Committee-of-the-Whole meeting held on Monday, <br />February 12.
