Council Minutes of 2/20/01 <br />• Canterbury Road project. The Service Director indicated that, if the island is <br />eliminated, $50,000 would be saved. Councilman McKay was opposed to a separated <br />street. The possibility of having an island at the beginning of the street was <br />discussed. An opinion from the engineer on the center island was requested. The <br />total cost of the project is $600,000, excluding engineering. Also, a traffic light may <br />be needed. Council agreed to do the engineering this year and discuss completing the <br />project in 2002. Mrs. Kasler requested, if all the funds were not expended for <br />engineering, that the monies left be put towards the rest of the project and asked that <br />Council be informed of the engineering. <br />• Service Director Bohlmann requested that a turning lane at McKenzie and Lorain <br />roads be considered for 2001 capital improvements. The cost would be $75,000 for <br />engineering and improvement. Council did not approve this project for 2001. <br />• Relocation of a water line between Burns and Porter roads. An easement from two <br />properties would be needed. The cost estimate is $40,000. Council agreed to add this <br />to the capital improvements. <br />President Saringer announced that Ordinances 2001-02 and 2001-08 would be passed <br />under suspension of the rule. <br />AUDIENCE PARTICIPATION <br />Don Pangrac, 23470 Sharon Drive, asked if his street was on the capital improvements <br />list for this year. President Saringer noted that on this evening's agenda was a resolution <br />authorizing the Service Director to advertise for bids for the Sharon Drive reconstruction. <br />Mr. Pangrac expressed concern over the fact that the City of Cleveland has earmarked <br />$6.8 million of its water department budget for road improvements. He asked if North <br />Olmsted had any plans to recoup its share of that money which he feels is being <br />erroneously budgeted. Mayor Musial said that a committee has been formed within the <br />Mayors and Managers Association of Cuyahoga County to look into this issue. Law <br />Director Gareau noted that the city does have along-standing agreement with the City of <br />Cleveland Water Department. The city will work with the committee being formed <br />through the Mayors and Managers Association. Councilman Miller noted that he had <br />spoken to the County Prosecutor about this issue. The Prosecutor's office is waiting for <br />the City of Cleveland to report out how the funds were co-mingled and then will decide <br />whether or not it would be appropriate for prosecution. <br />Cliff Crabs, 25575 Butternut Ridge Road, asked for news about electrical rates. Mayor <br />Musial said that NOPEC had negotiated a contract with Green Mountain supplier from <br />Texas. Information will be sent to residents as soon as possible. Mr. Crabs noted that <br />Butternut Ridge Road was in deplorable condition. He hopes that storm sewers will be <br />installed when the road is reconstructed. On the issue of airport noise, he does not <br />believe that much can be done about that. He would like to see a new airport on the <br />lakefront. Mayor Musial commented that he would prefer a regional airport, 40 to 50 <br />miles to the southwest of Cleveland, connected to major cities by high speed trains. <br /> <br />6 <br />
