Council Minutes of 2/20/01 <br />Chris Scarl, 3998 Winton Park Drive, asked who or what determines which streets will be <br />repaired each year. The Sandy Ridge development needs attention. President Saringer <br />explained that the Service Director submits a list to Council and Council members <br />generally tour the streets in the spring. Councilman Limpert agreed that Sandy Ridge <br />was needy; however, the areas of Pine Ridge and Twin Woods are deteriorating even <br />more rapidly. He hopes that Sandy Ridge and North Park Estates will be included in the <br />next batch to be repaired. <br />Jim Gocek, 7291 Lilac Court, noted that a number of residents from the Cinnamon <br />Woods development were in attendance to express their concern about being included in <br />the North Olmsted School District. Councilwoman Kasler noted that she has had <br />discussions with Mr. Gocek and other residents and they understand that a petition must <br />be presented to the school district. She hopes to reintroduce the resolution, which is <br />currently on hold, which supports the residents in their efforts. Councilman Limpert <br />suggested that the residents attend the next school board meeting which will be held on <br />February 26. Councilman Dailey, a former school board member, said he believed the <br />school board would welcome the neighborhood into the district. He said there was a state <br />statute governing when school districts could be annexed and suggested that the school <br />treasurer be contacted for more information. Mr. Gocek said that was true-the next <br />opportunity for annexation would be in April of an even year. However, they are starting <br />now so that they will be ready in time. He thanked Council members Nashar and Kasler <br />for their help. <br />Dennis Lambert, 25057 Carey Lane, said he was aware of two attempts on the part of <br />Fairview Park to annex the Westgate area from the Rocky River Schools. The Fairview <br />City Council did play a part in that, and he believes North Olmsted Council can play an <br />active role in actually assisting in the door-to-door petitioning. <br />LEGISLATION <br />Ordinance No. 2000.33 introduced by Mayor Musial was given its third reading. An <br />ordinance establishing health care benefits for non-bargaining employees of the City of <br />North Olmsted and declaring an emergency as amended. Mr. McKay moved for <br />adoption; second by Mr. Limpert. Roll call: McKay, yes; Limpert, yes; Miller, no; <br />Nashar, yes; O'Grady, yes; Dailey, yes; Kasler, yes. The motion passed with six yeas <br />and one nay. Ordinance No. 2000-33 adopted. <br />Ordinance No. 2001-06 introduced by Mayor Musial was given its third reading. An <br />ordinance authorizing the Director of Public Service to enter into a sole source purchase <br />agreement for the purchase of a complete dewatering centrifuge system for the <br />Wastewater Treatment Plant and to extend by two months the lease of the trailer <br />presently housing the complete dewatering centrifuge system to be directly purchased, <br />without public bidding, and declaring an emergency. Mr. McKay moved for adoption; <br />second by Mr. O'Grady. Roll call: McKay, yes; O'Grady, yes; Nashar, yes; Miller, no; <br />Limpert, yes; Kasler, yes; Dailey, yes.
