Council Minutes of 2/20/01 <br />,~ Ordinance No. 2000-13 introduced by Councilman Gareau was given its second reading. <br />An ordinance providing for the amendment of the Zone Map of the City of North <br />Olmsted in order to supplementally zone the hereinafter described parcels of real <br />property, so as to include them within the Wireless Telecommunication Facilities Overlay <br />District ("WTFO") of the City of North Olmsted as amended. <br />Ordinance No. 2001-02 introduced by Councilman McKay was given its second reading. <br />An ordinance amending Ordinance No. 2000-111 which establishes rates of <br />compensation for various administrative and legislative personnel, and declaring an <br />emergency as amended. Mr. McKay moved for suspension of the rule requiring three <br />readings; second by Mr. Limpert. Roll call: McKay, yes; Limpert, yes; Dailey, yes; <br />Kasler, no; Miller, no; Nashar, yes; O'Grady, yes. The motion passed with five yeas and <br />two nays. Mr. McKay moved for adoption; second by Mr. Limpert. Roll call: McKay, <br />yes; Limpert, yes; O'Grady, yes; Nashar, yes; Miller, no; Kasler, no; Dailey, yes. The <br />motion passed with five yeas and two nays. Ordinance No. 2001-02 adopted. <br />Ordinance No. 2001-08 introduced by Mayor Musial was given its second reading. An <br />ordinance authorizing the Director of Public Service to make emergency purchases of <br />road salt to supplement the existing contract for the purchase of road salt for use on city <br />streets, without public bidding, and declaring an emergency as amended. Mr. McKay <br />moved for suspension of the rule requiring three readings; second by Mr. O'Grady. The <br />motion passed unanimously. Mr. McKay moved for adoption; second by Mr. O'Grady. <br />The motion passed unanimously. Ordinance No. 2001-OS adopted. <br />Ordinance No. 2001-09 introduced by Mayor Musial was given its second reading. An <br />ordinance creating new Chapter 930 of the Streets, Utilities and Public Services Code of <br />the City of North Olmsted, entitled "Use of Public Rights of Way by Utility, Cable <br />Television and Telecommunications Systems Operators" and declaring an emergency. <br />Resolution No. 2001-10 introduced by Councilman McKay was given its second reading. <br />A resolution authorizing the Director of Public Service to advertise for bids for pavement <br />markings of streets at various locations in the City of North Olmsted as detailed in the <br />specifications on file and authorizing the Mayor to contract for the same, and declaring <br />an emergency. <br />Resolution No. 2001-11 introduced by Mayor Musial and Councilman O'Grady was <br />given its second reading. A resolution authorizing the Director of Public Service to <br />advertise for bids for the installation of an in-ground caution light system at the crosswalk <br />on Butternut Ridge Road nearest to the driveway for Butternut School, and authorizing <br />the Mayor to contract for the same, and declaring an emergency. Mr. O'Grady moved to <br />table; second by Mr. Limpert. Roll call: O'Grady, no. Mr. O'Grady read three letters in <br />support of the proposal: 1) James Spickler, Deputy Chief of Police of Strongsville, who <br />said it was his opinion that the crosswalk warning system lights are an effective way to <br />alert motorists of the crossing of a pedestrian. 2) Allen Pennington, Civil Engineer- <br />Traffic from Mentor, who said the primary benefit of a pedestrian activated flashing <br />warning light system is increased safety for pedestrians.
