Council Minutes of 2/20/01 <br />,,,~, crosswalks that are not protected by signals or stop signs or for locations with limited <br />_~,~ sight distance. 3) Dr. Doug Sebring from the North Olmsted City Schools, who said the <br />school district genuinely appreciates any consideration that Council may provide for <br />enhanced safety of students. Mr. O'Grady noted that he and Traffic Engineer Griffith <br />had visited the site in Strongsville. He found that it worked well. Roll call continued: <br />Limpert, no, with the comment that he would like to see the legislation put back into the <br />Safety Committee for review and possible amendment. Roll call continued: McKay, no, <br />with the comment that the safety of children should come first. He does not agree with <br />the location and suggested the Claque Park area. Roll call continued: Miller, yes, with <br />comment that he is concerned for the safety of children and the safety of crosswalks. He <br />also believes the location should be changed and is concerned young children will <br />develop a false sense of security by relying on the flashers. He noted the Strongsville site <br />was at the high school. Roll call continued: Nashar, yes, with the comment that he had <br />discussed the issue with Traffic Engineer Griffith who felt this required further study. <br />Roll call continued: Dailey, yes, with the comment that there are some flaws in the way <br />the legislation is written, but there is some merit in pursuing this system at an alternate <br />location, perhaps on Claque Road. Roll call continued: Kasler, yes, with comment that it <br />seemed unwise to locate the system on Butternut Ridge Road. The Police Chief has said <br />that it is not the most likely and needy area to put the system Also, she is concerned that <br />it may create a safety hazard for young children and believes it should be studied further. <br />We should monitor the system in other cities before making a decision. The motion <br />passed with four yeas and three nays. Ordinance No. 2001-11 is tabled. <br />Resolution No. 2001-12 introduced by Councilman Nashar and Councilman McKay was <br />given its second reading. A resolution urging the Federal Aviation Administration (FAA) <br />to take necessary steps to mitigate noise emanating from aircraft taking off at Cleveland <br />Hopkins Airport, and declaring an emergency as amended. <br />Resolution No. 2001-14 was introduced and placed on first reading by Mayor Musial. A <br />resohrtion authorizing the Director of Public Service to advertise for bids for the <br />relocation of the Northern Avenue (vacated) water main between Porter Road and Decker <br />Road in the City of North Olmsted as detailed in the specifications on file and authorizing <br />the Mayor to contract for the same, and declaring an emergency. <br />Resolution No. 2001-15 was introduced and placed on first reading by Councilman <br />Limpert. A resolution authorizing the Director of Public Service to advertise for bids for <br />construction of catch basin, manhole, sidewalk, curbing and pavement repairs at various <br />locations in the City of North Olmsted as detailed in the specifications on file and <br />authorizing the Mayor to contract for the same, and declaring an emergency. <br />Resolution No. 2001-16 was introduced and placed on first reading by Mayor Musial. A <br />resolution authorizing the Director of Public Service to advertise for bids for the Sharon <br />Drive pavement reconstruction in the City of North Olmsted as detailed in the <br />specifications on file and authorizing the Mayor to contract for the same, and declaring <br />an emergency. <br />9 <br />
