Council Minutes of 1/16/01 <br />Daryl Davis, 27516 Butternut Ridge Road, said the deregulation law passed in Ohio in <br />1996 with only two senators voting against it. What we have done is we have enabled the <br />profiteers, the speculators in the futures market, the gamblers to come in and control our <br />precious commodity. Citizens have to stand up and take this back. We cannot put up <br />with this rate hike-there is no reason for it. <br />Councilman O'Grady said the key question with this resolution is whether or not the rate <br />increase is a good thing for our residents. With that in mind, Mr. O'Grady moved to <br />approve Resolution 2001-04. (There was no second to the motion) Council Miller made <br />a motion to reconsider the vote to suspend the required readings and committee review. <br />The motion was seconded by Councilman Gareau. Roll call: Miller, yes; Gareau, yes; <br />Kasler, yes, with the comment that she would like to see a committee meeting based on <br />comments from Mrs. Davis and Mr. Stacey. Roll call continued: Limpert, no, with the <br />comment that delaying would make the resolution less than timely. Roll call continued: <br />McKay, yes, with the comment that deregulation began a long time ago with the <br />telephone company. Regarding natural gas, we are not running out of it but we do not <br />have enough people who are drilling for gas. Also, the electric companies are using <br />natural gas to produce electricity. Roll call continued: O'Grady, no, with the comment <br />that this is a resolution, which is not binding. However, by sending it to the PUCO we <br />incur no danger of causing damage, and it has the potential to benefit by being the voice <br />of the people of North Olmsted. The motion to reconsider the vote for suspension of the <br />rules passed with five yeas and two nays. Roll call on the motion to suspend the rules <br />requiring three readings and committee review: O'Grady, yes; McKay, no, Nashar, no; <br />Miller, no, with comment that the vote should not be construed as a vote in favor of a rate <br />increase, rather that Council go about this in a proper procedure. Roll call continued: <br />Limpert, yes; Kasler, no; Gareau, no. The motion failed with five nays and two yeas. <br />Resolution No. 2001-04 will go into committee for review. <br />Ordinance No. 2001-OS was introduced and placed on first reading by Mayor Musial. An <br />ordinance creating new Chapter 177 of the City Administrative Code, entitled, <br />"Community Access," in order to establish nonpublic fora, permitting community <br />organizations to announce community events in certain media owned and operated by the <br />city, and further to permit such organizations to announce such events on banners erected <br />in a limited airspace area above Lorain Road near the North Olmsted Community Park, <br />and declaring an emergency. <br />Ordinance No. 2001-06 was introduced and placed on first reading by Mayor Musial. An <br />ordinance authorizing the Director of Public Service to enter into a sole source purchase <br />agreement for the purchase of a complete dewatering centrifuge system for the <br />Wastewater Treatment Plant and to extend by two months the lease of the trailer <br />presently housing the complete dewatering centrifuge system to be directly purchased, <br />without public bidding, and declaring an emergency. <br />11 <br /> <br />
