' Council Minutes of 12/17/2002 <br />the nation in cases. There were more cases in Cuyahoga County than in each of 25 <br />different states. There is another sister bill still being considered. If the bills do not <br />make it through during this legislative session, they will be introduced next year. The <br />statistics were brought to his attention by Mr. Meder of the County Board of Health <br />who is also a resident of North Olmsted. <br />Mrs. Kasler commented that she had discussed the proposal for the mayor's court with <br />the Law Department. She requested that the legislation continue to be reviewed in <br />committee. Also, she asked the Mayor to share information from the meetings he had <br />with the Rocky River Court representatives. With the help of the Law Department and <br />the Finance Director, she plans to create a pro forma business plan with regard to the <br />proposed mayor's court. Councilman Miller agreed to return the legislation to the <br />committee for further discussion. <br />Mayor Musial commented that he had spoken to Rocky River Mayor Knoble about <br />forming a board of trustees comprised of the mayors of the cities which are part of the <br />court. Mayor Knoble indicated he would have no difficulties with that. However, it is <br />true that the finance directors of each of the cities do meet with regard to the financial <br />aspects of the court. The board of trustees would be involved in the policy and direction <br />of the court and areas of common interest. <br />Councilman Gareau, chairperson of the Recreation Committee: 1) As the Mayor <br />indicated, interviews are on-going for a replacement Recreation Commissioner. <br />Candidates will be interviewed by the Recreation Commission this week. <br />2) He has forwarded two items to the Recreation Commission for discussion at the <br />January meeting: improved security or security concerns at the Recreation Center in light <br />of a report of some recent theft offenses; the inclusion of audience participation at the <br />Commission meetings. <br />3) He plans to communicate with the various sports organizations that utilize city <br />facilities. It is his hope to create a dialogue with those organizations as to their wants and <br />needs for the upcoming year. After receiving their responses, he would like to invite the <br />various representatives to discuss their ideas with the Recreation Committee. <br />Mrs. Kasler requested that the issue of safety at the Recreation Center be included on the <br />agenda for the upcoming Recreation Committee meeting. Mr. Gareau agreed to include <br />it on the committee agenda. <br />AUDIENCE PARTICIPATION <br />Pam Chesar, 284b9 Holly Drive, along-time resident who has been attending Council <br />meetings since July has observed that some Council members see direct problems and are <br />trying their best to come up with solutions to benefit the city and employees while others <br />seem to fight every idea but have not offered ideas on how to solve the problems. She <br />expressed dissatisfaction with the Mayor and has observed that he avoids answering <br />questions. People had good faith when they re-elected him; he is proving them wrong. <br />Perhaps he should consider resigning if the job is too difficult. She believes there must <br />12 <br />
