' Council Minutes of 12/17/2002
be a better way to curb the deficit than laying off personnel. The employees are the
people who make the Mayor and directors look good.
Lou Brossard, 26493 Chapel Hill Drive
^ He is the president of Sandy Ridge Homeowners' Association and wished to address
the poor condition of the streets. They are among the poorest in the city. Chapel Hill,
Sudbury, Winton Park and Sweetbrier aze particularly bad. He has learned that the
city's 2002 construction bids came in under budget by over $240,000. Sandy Ridge
would like to have these funds for their streets as well as the $125,000 from the 2002
budget which was earmarked for repairing two of the four entrances of Sandy Ridge.
The reasons are many, but safety a big issue. They were told they could expect new
streets and street lights in 2000 as the street lighting program was based on oldest to
newest of the subdivisions. However, Canterbury Woods received street lights and
Laurell Woods received slab repair and street lights and both developments are
younger in age than Sandy Ridge. They ask Council to allocate the $240,000 to Sandy
Ridge for slab repair-it's the fair and right thing to do based on being passed over
time and time again.
Don Pangrac, 23470 Sharon Drive
^ Regarding the mayor's court, he would hope that a financial statement be produced to
show the bottom line of what this is going to be before a vote is taken.
^ The left turn signal from Lorain onto Claque Road has been out of order for more
than three weeks. He has called the Safety Director who said discussions aze going
on between installers and manufacturer. It's not under warranty, and could cost
$25,000. This is a safety concern as only one or two cars can go through on a left
turn. If somebody is broad-sided, the city will be sued. Mr. Dailey commented that
he had a conversation with the City Engineer who mentioned that the company who
put the equipment in is supposed to have that fixed. If it's not done by the end of the
week, the city will bring in another contractor to take care of problem.
^ Inquired of the Mayor where the city stands with the prospect of purchasing water
from Avon Lake. Mayor Musial said because of financial difficulties there has been
no additional progress. Mr. Pangrac expressed his disappointment as he has been
talking about this with the Mayor for three years. This is an opportunity for the Mayor
to save residents some money. He would think the Mayor would want to pursue it
with vigor since taxes continue to increase beyond what anybody had anticipated.
North Olmsted is the third highest taxed city on the west side of Cuyahoga County-
follawing Bay Village and Olmsted Falls.
Matt ODonnell, 20299 Westover, Rocky River
^ He is the Vice President, Local 1267. Expressed concern that the administration
brought the unions together in July to ask them to open their contracts and to cut
incentives which the unions have fought long and hard to preserve. When asked what
the benefits were to opening the contracts and whether the incentives would be
reinstated, there were no answers--only threats of layoffs. The unions had no choice
but to reject the request. Since that time, the Mayor has replaced the Service and
Safety Directors and has chosen to pay these two people, who do not have any special
13
