`Council Minutes of 12/17/2002 <br />,,, 4) The Springvale ballroom bookings are good this month, and there are good advance <br />bookings for 2003. Preparation of the marketing plan is proceeding and league <br />commitments for golf are strong. <br />5) The office layout for the Building Department has been re-arranged to provide a <br />service counter and a more user-friendly place to provide services offered by the Building <br />Department. The department is undergoing a review of the technology and application of <br />technology. <br />6) Leaf pickup is still going on throughout North Olmsted. There is at least a 10 day <br />delay in pick-ups due to the weather, and the snow is having impact on the effective <br />functioning of the equipment. The Director of Public Service has been in contact <br />verbally and in writing with the contractor regarding maximizing service with the next <br />few days of good weather forecasted. This has been an unusual year with the late fall of <br />the leaves and eazly snow. <br />7) The city intends to use remaining funds from the 2002 slab repair work and perform <br />slab repairs in 2003 in the North Park Estates and Sandy Ridge areas. <br />8) This last weekend, the North Olmsted Park-N-Ride held family-oriented festivities on <br />Saturday and Sunday, which was really well attended. Congratulations to the NOMBL <br />employees for their work on this event and also their continuing customer service. Anew <br />record was achieved this past week with more than 240 cars using the Pazk-N-Ride lot. <br />9) This last Friday, he met with Mayor Knoble, Clerk of Courts Bill Gareau, Jim <br />Dubelko, and Carrie Copfer in an effort to continue investigation and discussion <br />concerning the mayor's court in the City of North Olmsted. <br />10) There is no current news on the funding for Crocker-Stearns Road. <br />Councilman Gareau inquired, regazding the modification of the Building and Engineering <br />Departments, whether the electrical and telephone services were modified and were there <br />costs associated with the renovation. Mayor Musial said it was his understanding that the <br />electrical lines for those units did not have to be moved. What happened is that the space <br />was opened up so now it has a wide open view with the Building and Engineering <br />Departments providing service at the same counter. To his knowledge there were no <br />costs associated with the renovation. <br />Law Director Dubelko: 1) On December 9, he attended a meeting of the Board of <br />Control. At that meeting, the board approved the change order for the Columbia Road <br />storm sewer project which had been recommended by the City Engineer. This change <br />order involved providing a design for a replacement water line for Gessner Road. <br />2) Also on December 9, he too attended the dedication ceremony for the new Park-N- <br />Ride facility. Former Law Director Michael R. Gazeau Sr. and the current Assistant Law <br />Director Bryan O`Malley were present. On behalf of the Law Department, each of those <br />individuals did a lot of good work to make this project a reality. <br />3) City Prosecutor Dan Ryan has submitted an annual report. He is making an average <br />of 52 rulings per month. On average, 19 rulings have no charge, which means that in 37% <br />of the cases no charges aze being made. He is averaging 61 telephone messages a month. <br />He receives approximately 6 requests for discovery each week. The average number of <br />cases handled per month in Rocky River Municipal Court are 145. The average number <br />2 <br />
