' Council Minutes of 12/1712002 <br />Waste Water Treatment Plant. This is an annual purchase, and it is necessary for the <br />operation of the plant. The committee recommended approval and passage under <br />suspension of the rule. <br />^ Resolution 2002-188, a resolution to encourage the Congress to pass SB 2935 which <br />would allow local public health departments to apply for financial assistance for <br />control of mosquitoes. The committee recommended approval. <br />Councilman Limpert, chairperson of the Streets & Drainage Committee: i) The <br />committee met on December 17. Present were committee members Limpert, Miller and <br />Nashaz; City Engineer Deichmann; several Council members were available in the room. <br />The following items were discussed: <br />Resolution 2002-194, which authorizes the Director of Public Service to advertise for <br />bids for partial depth concrete joint repair. This is an annual request. The cost of <br />advertising for bids is approximately $840. The committee approved by a 2 to 1 <br />vote. <br />Resolution 2002-195, a resolution authorizing the Director of Public Service to <br />advertise for bids for cracksealing on various streets in the City of North Olmsted. <br />This process has been found to be very useful in helping to hold streets together and <br />to prevent further damage. The committee approved by a 2 to 1 vote. <br />Resolution 2002-196, a resolution authorizing the Director of Public Service to <br />advertise for 5,000 tons of stone for various Service Department needs. This is done <br />each year, but the city does not always purchase the exact amount of 5,000 tons. The <br />committee approved by a vote of 2 to 1. <br />Councilman Miller, member of the Streets & Drainage Committee, made a minority <br />report: 1) With regard to Resolutions 2002-194, 2002-195 and 2002-196, it is his feeling <br />that those ordinances may be premature given the financial situation of the city. He is not <br />opposed to maintaining the city infrastructure, but we need to have a better handle on <br />exactly where we are financially before we go forwazd with this. In light of the fact that <br />each bid will cost a minimum of $840 to advertise and there are other costs involved, he <br />thinks those expenses may be premature at this time. <br />Councilwoman Kasler, chairperson of the Public Safety, Health & Welfare Committee: <br />1) The Safety Committee met on December 9. Present were all members of Council, <br />directors of Law, Safety and Finance, the Mayor, the Fire Chief and guests. The <br />following items were discussed: <br />Ordinance 2002-193, an ordinance amending Section 559.07 of the General Offenses <br />Code in order to increase the charge assessed for false alarms in commercial <br />establishments and declaring an emergency. This is an issue which relates to police <br />false alarms, and the fine is being raised in order to address the administrative cost <br />related to these calls. At the present rate, which has not been adjusted in some time, <br />those costs were not sufficiently covered. This change applies to commercial <br />establishments only.
