She gives credit to the department heads for being on top of their <br />budgets. They very clearly understand that every dollar we don't have to spend is one <br />dollar more available for 2003. <br />10) Also before Council this evening is the temporary appropriations for 2003, Ordinance <br />2002-184. As in the past, it is calculated by taking 1/3 of the current 2002 appropriations <br />for most line items, except those that are predominantly used in the winter or other first <br />quarter expenses such as police cars which have to be ordered in January. Those types of <br />items are the exception to the 1!3 rule. A temporary appropriation must be in place <br />before January 1 for the city to function in 2003 while Council discusses the permanent <br />appropriations for 2003. <br />Councilman McKay, chairperson of the Finance Committee: 1) The Finance Committee <br />met on Monday, November 22. In attendance were committee members Limpert and <br />McKay; Council members Gareau and Nashar; President of Council O'Grady; Mayor <br />Musial, Law Director Dubelko, Finance Director Copfer. T'he following items were <br />discussed: <br />^ Ordinance 2002-180, an ordinance amending Section 171.07 of Chapter 171 of the <br />Administrative Code of the City of North Olmsted entitled "Secretary to the Housing <br />CounciUTax Incentive Review Council," in order to place the position under the <br />office of the Director of Finance and declaring an emergency. The Finance Director <br />reported that there was a misunderstanding when she discussed the subject of the <br />Assistant Finance Director accepting the job duties of the Housing Council secretary. <br />Mrs. Copfer does not believe that the Finance Director should be the person <br />responsible for all the duties associated with the Housing Council/Tax Incentive <br />Review Council. The Mayor was responsible prior to this ordinance. The Finance <br />Director sees no problems with the Assistant Finance Director doing this job, but <br />feels that the person appointed to this position should receive the same salary as the <br />person last in this position. The committee accepted that the Housing Council <br />secretary responsibilities be incorporated into the Assistant Finance Director's job <br />with a salary increase equal to that received for the year 2002. The Law Director will <br />review the enabling statute to determine who should be accountable for the Housing <br />CounciUTax Incentive Review Committee. This action will cause Ordinances <br />2002-164, 2002-177 and 2002-180 to be held in committee. (New legislation on this <br />issue will be introduced this evening: Ordinances 2002-190, 2002-191.) <br />^ Ordinance 2002-181, an ordinance amending Section 1501.1502 of the municipal <br />Income Tax Code in order to establish a penalty for late filing of city income tax <br />returns and to increase the minimum penalties for the late payment of city income <br />taxes. The penalties for failure to pay taxes on estimated taxes due or other taxes <br />withheld will be 10% per annum but not less than $25 for the first failure, $50 for the <br />second failure and $100 for the third failure. Also, failure to remit taxes withheld <br />from employees will be 10% per month or fraction thereof not to exceed 50% of the <br />unpaid amount and not less than $25 for the first offense, $50 for the second offense <br />and $100 for the third offense.
