Council Minutes of 11/19/2002 <br />week they were there performing work and on what specific projects--delineated <br />between Springvale and city. if that was the agreement, we should be able to say that <br />there was no city employee over there working on any other project other than one that <br />related back to our city rather than just uniquely to Springvale. This should include lake <br />irrigation, digging ditches, moving heaving equipment-all the things that the gentleman <br />said they were doing. Mrs. Copfer said the Finance Department could not provide that <br />information as payroll does not have a job costing system. They do not get that detailed <br />information. Mr. Gareau said, as he understands it, the $540,000 could have been used to <br />address the current shortfall for 2003 had it not been spent on the problem at Springvale. <br />Mrs. Copfer answered yes on the investment earnings that Council chose to change the <br />legislation to direct investment earnings in the Bond Retirement Fund to the General <br />Fund. However, Springvale was already known not to be able to make their debt service. <br />Mr. Gareau said it is frustrating that, but for the Springvale situation-weather problems, <br />the scope, how and why the work was undertaken-the $540,000 could have been used to <br />help address $2.5 million problem. Mr. Nashar said he would like to see the revenue <br />from the time Springvale reopened-including clubhouse, golf course and ballroom. <br />Mrs. Copfer said that information would be available on the green bar reports in the 650 <br />fund, and October's figures will be out in the next few days. Mr. McKay said, when Mr. <br />Bohlmann came to Council, he advised that he was going to use Service employees to <br />repair the ditch at Springvale, and that was going to be the city's share of the storm water <br />drainage. As far as he knows, that's what was done. The employees who worked at <br />Springvale were supposed to be there on the storm water sewer project. <br />Stefan Powell noted that Mr. Limpert had said Springvale was supposed to rent the <br />equipment and the Service employees were going to operate it. If so, why did the city put <br />the cart paths in? Mr. Limpert said, as he recalls it, Springvale was to provide the <br />materials and the city was to provide the labor. The reason it was being justified was the <br />city does collect an administration fee which most years was around sixty thousand <br />dollars. In order to continue to get increased admin fees, we felt we had to invest a little <br />in. Putting in the cart paths with city personnel was far less expensive than jobbing it out. <br />He is sure employees do not want to see things outsourced--snow plowing, etc. Other <br />projects will be done by employees-for example, the sidewalk project on Columbia and <br />Bradley roads. There were two separate projects at 5pringvale-lowering the lake level <br />for storm water management and constructing the cart paths. Mrs. Kasler asked who paid <br />for the materials for the cart path. Mrs. Copfer said she believed Springvale paid, but <br />will find out that answer. Mayor Musial said, if he remembers correctly, there was a <br />presentation given to Council that the weather was a reason for Springvale's problems. It <br />prohibited the course from being open on time. Information was given during a Finance <br />Committee meeting. Also, he wants to bring to attention that one of the comments from <br />the union was to lease Springvale to a private golf course company. That is being <br />reviewed as an excellent suggestion. There is a provision whereby you can sell the golf <br />course and lease it back and still own it after a period of time. This could also apply to <br />the ballroom. Mr. Miller said his recollection was that last fall was the most mild fall and <br />winter that we have had in years. That represents a loss of income--the course could <br />have been open for 9 holes to get some revenue.
