Council Minutes of 11/19/2002 <br />Dan Dufala, 4466 West Ranchview Avenue, commented that there has been talk about <br />Springvale, the deficit for 2003, and other matters but no talk about people who day-in <br />and day-out work for the city and seven people who are going to lose their jobs and <br />benefits as of December 31. They make plans for their future based on the leadership of <br />the city their plans have been destroyed as of December 31. How many more destroyed <br />lives are we going to put up with before someone says, stop? Leadership needs to be <br />taken now, employees must be supported. He expects it as a resident. We should see <br />good, strong leadership from this community and from elected leaders wha were elected <br />to do a job. <br />Dan Coyle, 8625 Brentwood Drive, secretary Local 1267 International Association of <br />Fire Fighters. Commented that the Mayor had noted during his state of the city address <br />that the city administration was a very strong administration. Over the last two yearns, <br />we've gone through two Service Director, three Safety Directors and the whole series of <br />layoffs may have started back when letters were left hanging on people's door on New <br />Year's Eve night. Employees feel the administration is not very strong. People aze <br />coming and going. Someone left recently who was working on a doctorate degree in <br />public administration. How much more resources and education does he want from <br />someone? The person who replaces her has a degree in horticulture. He probably has <br />worked in other administrations and may have resources he can tap into. Another person <br />was hired, at the high end of the pay scale, to replace a director and another director was <br />hired at the lower end of the pay scale. Is her background commensurate with the wages <br />she is receiving? Can we be told what her background is? Mayor Musial said he <br />appreciates and respects Mr. Coyle's opinion and knows he is saying this from the <br />deepest of his heart. But the Charter provides for the selection to be made solely by the <br />Mayor. Bear in mind that the lack of performance of the director will reflect directly on <br />the Mayor. If they fail, he fails. He is not going to select people Willy-nilly. He has as <br />much confidence as he can have in these two people and that they are going to do their <br />jobs. From his point of view, failure is not anoption-they will succeed. Time will tell. <br />Mrs. Kasler asked the Mayor to calm some of the concerns. The packet requested by Mr. <br />Miller for Service Director applicants, included applications, cover letters and resumes. <br />The Service Director who was hired had just a cover letter and no resume. Could he be <br />kind enough to provide a resume for that person since it was the only one missing? Mr. <br />Miller asked if the individual had submitted anything else besides the cover letter. Mayor <br />Musial said there were requests for consideration in the packet. He has known the <br />current Service Director for a long time; he knows what she has done and what she can <br />do. He doesn't need a copy of her resume to make a decision. She did not submit a <br />resume. Mr. Miller asked if the current Service Director sat in on interviews of <br />applicants for that position prior to his hiring her? Mayor Musial said yes. Mr. Miller <br />asked if that is a conflict of interest to have an applicant sit in on interviews with other <br />applicants for that same position? Mayor Musial answered that resumes aze public record <br />as he understands it. Mr. Miller asked again if it was a conflict for one applicant to sit in <br />on interviews for a position she is also applying for? He is asking the Mayor, in his <br />experience as a Mayor, a previous Councilman and a lawyer, if in his mind that is ethical. <br />The Mayor said he would have to direct that to the Law Director, but in his mind there is <br />nothing wrong with it. Mr. Dailey said the question could also be phrased as was she an <br />19 <br />
