Council Minutes of 11/19/2002
applicant prior to sitting in on the interviews or was it after some of the interviews that
she decided to get involved? Mayor Musial said he believed she submitted the letter for
consideration after some of the interviews.
Eddie Lewis, 33976 Floraline Avenue, North Ridgeville, member of AFSCME Local
2681. He is one of the people who is going to be laid off. He left a great job at another
community to come here to better himself. It is sad what happened. The people who are
being laid off have good skills. The employees have promoted in-house work. They
have worked on the Tennyson ditch and at Springvale. He was optimistic about doing in-
house work as he felt the city was using attrition and not buying new equipment a.s cut-
back measures. He prays for the firemen, good family people, who are not able to settle
their contract. Also, the police who serve this community are excellent people. He does
not want to see the layoffs go any further. The union gave a list for cost-saving to the
administration. The administration blew it apart like Swiss cheese. He is asking them to
reconsider the list. Hopes he can go home to his wife one day soon and say the
nightmare is over.
Don Pangrac, 23470 Sharon Drive:
• Asked where Rockwynd development would be located, and Mr. Nashar answered
that it is to be located at Columbia Road and Country Club Blvd., parallel to I-480.
^ Mr. Pangrac asked Mrs. Kasler, with regard to Rocky River Court, if we have apro-
forma financial statement as to what this is going to mean to the city. Mrs. Kasler
said we have information from the meeting held last week-people in attendance
were those who have mayor's courts and people from the Rocky River Court. We
don't have a figure of what this city would receive, but we could project out from the
information that was gathered-how many tickets are issued, what kind of fines are
established. If we had a mayor's court, we could establish our own fines and our
court costs. Those things are yet to be decided. She is not sure a financial statement
can be done at this point because we are still gathering information based on other
cities. It would be an estimate and projected-it wouldn't be detailed. Mr. Pangrac
said hopefully we will do that before the decision is made.
• Regarding the geothermal unit at the library, what will happen if there is a problem
300 feet down. Mr. Nashar said the library would be responsible for the system once
it is installed. Mr. McKay said that there is one piece of pipe that goes down and
comes back up. If something goes wrong, the pipe is not pulled out. Anew hole will
be drilled and the old pipe will be disconnected.
^ The left turn signal at Claque and Lorain roads has been changed. (Left turn on
Claque heading north.) Only 3 or 4 cars can get through there. This is a problem.
He doesn't know how this happened, but normally 5 or 6 cars could get through.
^ Asked the Mayor where we stand with our discussions with Avon regarding
purchasing water. The Mayor said it is still pending. Mr. Pangrac said he is paying
$28 for 1,000 cubic feet of water to the city and $38.58 for sewer tax, so his bill
came to $262 for water and $69.46 for sewer, total $331.96. He finds that appalling
that he should have to pay $331.96 for water when his cousin lives in Arizona and
pays $60.50 for 1,000 cubit feet of water. Mayor Musial said the water bill are
charges from Cleveland, and the sewer bill, based upon water usage, is utilized to
20
