Council Minutes of 11/19/2002
,;~,, pay the debt incuzred to provide facilities to the city. Mr. Pangrac feels paying $26Z
to Cleveland upsets him. We should be able to buy water from Avon. We should
make that a priority to help the citizens in this town-he's not the only one getting
high water bills.
^ Regarding the economy, it just didn't happen yesterday. The economy turned sour 3
or 4 years ago. Quite frankly, everybody should have seen this coming. To tell the
citizens that it was just discovered in March of this year that there are going to be
deficits is not acceptable.
^ As of 1/1/03, North Olmsted will be the third highest taxed city in the Westshore
area. Where is the money going? If you want to find out, call the County Auditor's
office for a complete breakdown. People need to get involved in government and
find out where your tax dollars are going. As a result of what is going on here, this is
not a premier city. We are in deep trouble. We are talking about raising taxes after
the ?.9 mill school levy. Now we are talking about additional money to support the
city. Where is this money going? He doesn't hear of other communities-Westlake,
Bay Village, Olmsted Falls, Fairview-having these problems. He wants to know
where all the money is going and why we have this problem.
Tom Demaline, 24734 Chase Drive, retired Fleet Manager of the city. When talking
about the fees and labor going to Springvale, they have never paid a dime back on the
labor on their maintenance equipment, forestry work, ditch work, sewer work. If
Springvale is such a liability to the city and people are being laid off, it seems wise to sell
it if it is in such a debt. Regarding the administration's response to the unions'
suggestions for cost cutting (which Council did not receive), what upsets him the most is
the explanation about city cars. The administration's response for providing city cars was
that it is for emergency use. It is cost effective to the city rather than to pay mileage. Are
we going to pay certain employees mileage to drive back and forth to work everyday?
He was never paid mileage to drive back and forth to work everyday. Why does a
Building Commissioner, Engineer, Rec maintenance person, for example, have to have a
city car to drive back and forth to work? It doesn't make sense for "emergency" reasons.
He doesn't ever remember having to call an engineer on an emergency issue to come into
work.
Dennis Lambert, 25057 Carey Lane.
^ Springvale wa aprofit-making venture when it started, but it faced several problems.
Complying with ADA requirements was an investment of a substantial amount of
money.
^ Noting that several people have seen memos posted without signatures, he would like
to point out that he received letters from a concerned citizen that had no signature.
The letters addressed various issues, including Springvale. He is sad that the
individual who wrote the letter didn't sign it because it would have more credence.
It's a shame people are focusing in on Springvale because there are so many other
problems that need to be addressed and that can be addressed that will help support
the community. He is disturbed when city workers come up and talk about
outsourcing work and complain about having to work at a project that he prefers to
see a city worker work at as a citizen. As a member of a former Charter Review
21
