Council Minutes of 11/19/2002 <br />Commission, he supported a suggestion by the Fire Fighter union president Jay Power <br />which requested legislation to empower the Charter to mandate that Type I Civil <br />Service employees be city workers-fire fighters, police. The legislation never got <br />off the ground, but he still supports that. He believes city workers do a better job than <br />outsourcing. There is no profit involved. He wants to see city workers taking care of <br />city grounds-he wants them to be employed. <br />Stefan Powell, 23840 Ambour Drive, there seemed to be a misunderstanding. The <br />employees never, ever complained about doing work. The reason why that was brought <br />up and his question was: were city people allowed to work at Springvale? They never <br />complained about working there, they asked to do more. There were trees cleared at <br />Springvale, and they asked to do that but it was not given to them. He doesn't think any <br />city worker ever complained about doing work. If you ask hirn, there were many jobs <br />that they asked to do, but the foremen that were overseeing them did not want the <br />responsibility of overseeing the work. <br />Mr. Miller directed his comments to the Mayor and also asked that the Mayor impress <br />upon his directors the comments made by several current and former employees. They <br />have poured out their hearts. They have worked for the city for a long time and have <br />worked hard. He would hope that neither through memos or the layoff process that there <br />be any intimidation or retaliation toward these employees. Law Director Dubelko said <br />there is no evidence of that going on in the city. If there was, he certainly would step in <br />to provide appropriate counsel on that. <br />President of Council O'Grady called a short recess at 10:45 p.m. Council reconvened at <br />10:58 p.m. <br />LEGISLATION <br />Ordinance No. 2002-140 introduced by Councilwoman Kasler was given its third <br />reading. An ordinance amending Section 161.08 of the Administrative Code, entitled <br />"Military Leave Benefits," in order to extend the time period, during which permanent <br />city employees called up to military duty pursuant to executive order of the President or <br />Act of Congress are entitled to continue to receive base pay differential and health care <br />insurance benefits, from one (1) year to a maximum of five (5) years, and declaring an <br />emergency as amended. Councilwoman Kasler moved for adoption, and the motion was <br />seconded by Councilman Gareau. Roll call: Kasler, yes; Gareau, yes; Limpert, yes, <br />commenting that he contacted the Police Chief and was assured that they are <br />accomplishing this without incurring additional budgeted costs for the department. Roll <br />call continued: McKay, yes; Dailey, yes; Miller, yes; Nashar, yes. Ordinance <br />No. 2002-140 adopted. <br />22 <br />__ <br />
