Council Minutes of 11/19/2(102 <br />Resolution No. 2002-182 was introduced and placed on first reading by Councilman <br />Miller. A resolution recommending and encowaging the use of steel manufactured in the <br />United States of America for the construction of the new North Olmsted Library, and <br />declaring an emergency. Councilman Miller moved for suspension of the rules requiring <br />three readings and committee review. The motion was seconded by Councilman Gareau <br />and passed unanimously. Councilman Miller moved for adoption, and the motion was <br />seconded by Councilwoman Kasler. Roll call: Miller, yes, commenting that he had <br />brought this issue up when the library plans initially came up. He would like to <br />recognize the fact that Mr. Dailey, while he wasn't on Council, did approach the podium <br />at the same time and ask that this concept be considered. Roll call continued: Kasler, <br />yes; Gareau, yes; Dailey, yes; Limpert, yes; McKay, yes, commenting that, at a time <br />when steel is being imported from Argentina and South America and the tariffs are <br />ignored and the amount of steel that is imported is being ignored, he thinks this is a good <br />piece of legislation. Roll call continued: Nashar, yes. The motion passed unanimously. <br />Resolution No. 2002-182 adopted. <br />Ordinance No. 2002-183 was introduced and placed on first reading by Councilman <br />Gareau on behalf of the Mayor. An ordinance amending Ordinance No. 98-I40, as <br />previously amended by Ordinance No. 2000-29, so as to increase the program fee for <br />participants in the city's Community Diversion program, in order to address an <br />anticipated decrease in funding from the County for the city's program for the year 2003, <br />and declaring an emergency. <br />MISCELLANEOUS BUSINESS <br />Councilman McKay scheduled a Finance Committee meeting for 7 p.m. on Monday, <br />November 25, to discuss Ordinances 2002-180, 2002-181, as well as the legislation for <br />the Council-at-Large salaries. The Finance Director, Mayor, Law Director and <br />Councilman Gareau are asked to attend. <br />Councilwoman Kasler scheduled a Public Safety Committee meeting for 7 p.m. on <br />Tuesday, December 3, to discuss Ordinance 2002-183. Chris Allegra is asked to be <br />present for that discussion. Also, Ordinance 2002-171 will be discussed and Building <br />Commissioner Conway is asked to attend or provide his input in writing with regard to <br />this ordinance. <br />Councilman Miller cancelled the Legislative Committee meeting for Wednesday, <br />November 20. Ordinance 99-110 has been worked on for quite a while. There seems to <br />be favorable sentiment towards the feeling; however, the construction of the ordinance <br />has been a difficult process. He appreciates the efforts of the Law Department, Mrs. <br />Copfer and Mr. Conway. He did discuss the issue briefly this evening with Mrs. Copfer, <br />and it is not right for committee meeting at this time. <br />_~. <br />27 <br />
