Council Minutes of 11/19/2002 <br />Resolution No. 2002-173 introduced by Mayor Musial was given its second reading. A <br />-~ resolution authorizing the Mayor of the City of North Olmsted to enter into a network <br />service Internet edition agreement with the Regional Income Tax Agency ("RITA") <br />providing for the city's Finance Department to have "read only" access to taxpayer <br />history, and declaring an emergency. Councilman McKay moved for suspension of the <br />rule requiring three readings. The motion was seconded by Councilman Limpert and <br />passed unanimously. Councilman McKay moved for adoption. Resolution No. 2002-173 <br />adopted. <br />Ordinance No. 2002-175 introduced by Councilman Gareau on behalf of himself and <br />Mayor Musial was given its second reading. An ordinance creating new Section 131.01 <br />of the Administrative Code, entitled "Mayor's Contract Authority" in order to provide the <br />Mayor with limited authority to execute contracts involving expenditures of five <br />thousand dollars or less without express Council authorization, and declaring an <br />emergency. <br />Ordinance No. 2002-17b introduced by Mayor Musial was given its second reading. An <br />ordinance creating new Section 945.47 of the Codified Ordinances, entitled "Exemption <br />for Public School Activities," in order to permit North Olmsted Public Schools to rent the <br />Community Cabin and Senior Center without chazge. <br />Ordinance No. 2002-177 introduced by Councilman Gareau was given its second <br />reading. An ordinance requiring the secretary of Housing CouncillTIRC to be paid on an <br />hourly basis, and otherwise re-establishing the rates of compensation for various <br />administrative and legislative personnel, and declaring an emergency. <br />Resolution No. 2002-178 introduced by Mayor Musial was given its second reading. A <br />resolution authorizing the payment of one thousand nine hundred ten dollars and fourteen <br />cents ($1,910.14) to the Treasurer of Cuyahoga County for storm sewer materials <br />provided by the Cuyahoga County Engineer for a storm sewer on Barton Road, and <br />declaring an emergency. <br />Ordinance No. 2002-1 SO was introduced and placed on first reading by Councilman <br />Miller on behalf of himself, Councilwoman Kasler and Councilmen Nashar and McKay. <br />An ordinance amending Section 171.07 of Chapter 171 of the Administrative Code of the <br />City of North Olmsted entitled "Secretary to Housing CounciUTax Incentive Review <br />Council," in order to place the position under the office of the Director of Finance, and <br />declaring an emergency. <br />Ordinance No. 2002-181 was introduced and placed on first reading by Mayor Musial. <br />An ordinance amending Section 1501.1502 of the Municipal Income Tax Code to <br />establish a penalty for the late filing of any city income tax returns and to increase the <br />minimum penalties for the late payment of city income taxes, and declaring an <br />emergency. <br />26 <br /> <br />
