Council Minutes of 11/19/2002 <br />^ Ordinance 2002-164 and Ordinance 2002-177. Ordinance 2002-164 amends Section <br />171.07 of Chapter 171 of the Administrative Code of the City of North Olmsted <br />entitled "Secretary to Housing Council/Tax Incentive Review Council" in order to <br />provide better accounting for services rendered to the city and for compensation <br />received by the employee holding the position and declaring an emergency. <br />Ordinance 2002-177 sets the rate of pay for that position. Ordinance 2002-177 <br />requires the secretary of the Housing CounciUTax Incentive Review Committee to be <br />paid on an hourly basis and otherwise re-establishing the rates of compensation for <br />various administrative and legislative personnel and declaring an emergency. <br />Ordinance 2002-164 requires that the s~retary of the Housing CounciUTax Incentive <br />Review Committee keep time sheets as to (1) the project worked on; (2) the amount <br />of time spent on the project; (3) a brief description of the project. Ordinance 2002- <br />177 sets the hourly rate for the secretary with the starting rate at $14.18 per how. In <br />2003, the top of the range shall reach $18.22 per how. The committee recommended <br />approval on both ordinances by a vote of 2 for and 1 against. <br />^ Resolution 2002-165, a resolution authorizing the Mayor and the Director of Finance <br />to compensate Lisa Thomas, former Director of Public Safety, for 99.5 hows of <br />accumulated and unused compensatory time on a moral claim basis and declaring an <br />emergency, It was discussed that the city does not have acity-wide policy of <br />compensating for compensatory time. Due to the financial conditions of the city, the <br />committee recommended not to approve. <br />^ Resolution 2002-168, a resoh~tion authorizing the Mayor of the City of North <br />Olmsted to enter into a settlement agreement with Ed Bak, retired Fire Chief of the <br />City of North Olmsted. The agreement will discharge all claims and liabilities <br />between both parties. The committee recommended approval. <br />^ Resolution 2002-169, a resolution authorizing the Mayor of the City of North <br />Olmsted to enter into three agreements with the SBC Ameritech for 60-month terms <br />in order to provide data line services currently used by the Police Department, North <br />Olmsted Municipal Bus Line and the Wastewater Treatment Plant at a reduced rate <br />and declaring an emergency. If the city enters into this agreement for sixty months, <br />terms of the data line services will become lower. The committee recommended <br />approval and suspension of the rules. <br />^ Resolution 2002-173, a resolution authorizing the Mayor of the City of North <br />Olmsted to enter into a network service Internet edition agreement with the Regional <br />Income Tax Agency (RITA) providing for the city's Finance Department to have <br />read-only access to the taxpayer history, and declaring an emergency. The Finance <br />Director needs to be able to access records of taxpayers' history to provide <br />information on a timely basis to solve problems and inquires. The committee <br />recommended approval and suspension of the rules. <br />Ordinance 2002-175, an ordinance creating new Section 131.01 of the Administrative <br />Code entitled "Mayor's Contract Authority" in order to provide the Mayor with the <br />limited authority to execute contracts involving expenditures of $5,000 or less <br />without express Council authorization and declaring an emergency. The committee <br />believes that the Mayor should be permitted to execute all contracts below $5,000. <br />The committee recommended approval. <br /> <br />
