Council Minutes of 11/19/2002 <br />• Ordinance 2002-176, an ordinance creating new Section 945.07 of the Codified <br />Ordinances entity "Exemption for Public School Activities" in order to permit <br />North Olmsted Public Schools to rent the Community Cabin and the Senior Center <br />without charge. The city and the schools each year use each other's facilities as <br />needed, causing an exchange of signed agreements and checks to pass back and forth. <br />This ordinance would allow the public schools to use the Community Cabin and <br />Senior Center, eliminating the need for the passing back and forth of checks and other <br />paper. The committee recommended approval. <br />^ Resolution 2002-178, a resolution authorizing the payment of $1,910.14 to the <br />Treasurer of Cuyahoga County for the storm sewer materials provided by the <br />Cuyahoga County Engineer for a storm sewer on Barton Road and declaring an <br />emergency. These are materials that were used by the county to cover 600 feet of <br />ditch on south Barton Road to the city line. The committee recommended approval. <br />Councilman Nashar, chairperson of the Building, Zoning and Development Committee: <br />1) The BAD Committee met on November 11. Present were committee members McKay <br />and Nashar, City Engineer Deichmann, Law Director Dubelko, Building Commissioner <br />Conway, Councilman Miller. Agenda items were as follows: <br />RTA Park-N-Ride, which had been discussed in BZD earlier this year, is up and <br />operational. Representing the Park-N-Ride was Deborah McNeeley. It was reported <br />out that a 6 foot board-on-board fence was to be installed on the 3 foot mounding. A <br />total of 176 trees are to be planted. The parking lot will hold 310 cars. The waiting <br />area will include the lay-over rooms for the drivers as well as rest rooms. The exterior <br />of the building material will be brick with tempered glass which is being completed <br />now. After discussion, the committee recommended approval of the RTA Pazk-N- <br />Ride subject to the recommendations of the various boards and commissions of the <br />city. Councilman Nashar moved that Council approve the RTA Park-N-Ride subject <br />to all the recommendations. The motion was seconded by Councilman McKay and <br />passed unanimously. The grand opening for that Park-N-Ride is scheduled for <br />December 9. <br />North Olmsted branch library. Prior to the Building, Zoning and Development <br />meeting, a meeting was held by the Landmarks Commission to discuss the proposed <br />lighting. Mr. Tim Hunsicker with Spice Costantino presented plans for the design <br />and the proposed fixtures and recommendations of the lighting area. After <br />discussion, the Landmarks Commission recommended approval of the following light <br />poles and fixtures, a New London design X8915 and Boles which aze 14 foot tall, <br />P2525 with no finial on top of the lighting fixtures. All the poles and lamp fixtures <br />will be cast aluminum with 150 watt bulbs. The inside parking area pole lights will <br />have two posts attached to them so that during special events RTA will be able to post <br />banners on these inside parking lights for the library. Following the Landmarks <br />meeting, the BZD met to further discuss the proposed geothermal system versus the <br />conventional HVAC system. Present for that was Mr. Mike Morley and Mr. James <br />McMillan and friends of the library. Mr. Morley presented plans for the geothermal <br />system. He said that the proposed plan would cost $80,000 more than the <br />conventional heating systems, but he noted that over a period of five years the present <br />6 <br />~, ~~....: ,v.... <br />I <br />
