Council Minutes of 11/19/2002 <br />f:~, Rockwynd subdivision, located at Columbia Road and Country Club Boulevard. A <br />proposal to construct 31 units ranging from 1,400 square feet up to 2,200 square feet <br />with 2 car garage attachments. The zoning will have to be changed to single family <br />cluster. Representing Rockwynd subdivision was Leonard and Ann Corsi. Mr. Corsi <br />said there would be red brick on the bottom of the foundation of the units and that the <br />buyers will have a choice up to four colors of vinyl siding ranging from a beige, light <br />yellow to green and blue with an overall white vinyl for the side vinyl trim. There <br />will be a 20,000 square foot retention basin which will drain into I-480. A permit will <br />be required by the state and by ODOT after they complete this construction. After a <br />heavy rain, the basin should be dry and there will be no standing water in that <br />particular area.. Mr. Corsi said the streets will be 23 foot wide from curb to curb with <br />the curbs in concrete and the street in asphalt, which will meet city codes. Mr. Miller <br />addressed the question to Mr. Conway if the street should be all concrete. Mr. <br />Conway said this is a private drive and it will be up to the homeowner's association to <br />maintain the street. The residents in the area were concerned about water runoff and <br />water runoff in their backyazds. Mr. Corsi said that he would address this problem. <br />There will be a 6 foot high vinyl fence to run the property line along I-480. The light <br />poles will range from 12 to 14 foot high. There will be 19 additional guest parking <br />spots in the in that subdivision. Twelve homes will have extended driveways to pazk <br />two additional cars. There will be extensive landscaping throughout. The sign will be <br />located on Columbia Road with a boulevard entrance-type design subject to the ARB <br />approval. After discussion, the committee recommended approval of Rockwynd <br />subdivision subject to the recommendations of the various boards and commissions. <br />Councilman Nashaz moved that Council approve the proposal for the Rockwynd <br />subdivision. The motion was seconded by Councilman McKay. Roll call: Nashaz, <br />yes; McKay, yes; Miller, no with comment. He is always glad to see a project that <br />will help eliminate either residential or backyazd flooding issues. However, in his <br />opinion, the private roadway that is planned for this is substandard as are the lot sizes, <br />the driveway sizes and the general concentration of the homes given that there will be <br />up to 2,100 square foot homes. To have a 4 foot driveway in some cases doesn't <br />make sense. He feels the concentration of vehicles in that area is not safe, and he <br />feels an obligation then to vote no on this issue. Roll call continued: Dailey, yes; <br />Kasler, yes; Limpert, yes; Gareau, yes. The motion passed with six yes votes and one <br />no vote. Law Director Dubelko noted that it is now appropriate at the next Council <br />meeting for legislation to be introduced to rezone the property. Councilman Gareau <br />noted that he is noticing a pattern concerning detention or retention within the City of <br />North Olmsted which is a path different than the city usually takes. Perhaps, if we are <br />going to be deviating from that policy under new EPA guidelines, we should amend <br />our code pursuant to the recommendations of our engineer so that the requirements <br />are consistent for all developers. The requirements should be put in the code so that <br />people can be well informed when they come in the door with these projects instead <br />of finding out later what their options are. <br />Councilman Limpert, chairperson of the Environmental Control Committee: 1) The <br />Environmental Committee met on November 12.
