Council Minutes of 1 i/1912002 <br />Director Copfer, Law Director Dubelko, Personnel Director Farver, Safety Director Jesse, <br />~, City Engineer Deichmann, WWTP Superintendent Nichols. Discussed was Resolution <br />2002-162, a resolution to enter into a third interim agreement for sludge composting with <br />the city of North Royalton. A third interim agreement is needed because the EPA, <br />although having approved North Olmsted's sludge removal plan, has not given final <br />approval to North Royalton's plan. This third agreement does include a slight increase in <br />price over the previous two agreements, but it is still far less costly than hauling the <br />sludge to a landfill in Ottawa County. The committee unanimously recommended <br />approval. <br />Councilwoman Kasler, chairperson of the Public Safety, Health & Welfaze Committee: <br />1) The Safety Committee met on November 12. The meeting was called to order in Old <br />Town Hall and present were committee members, later joined by other Council members <br />and also the directors of Law, Finance, Safety and Personnel and guests. Three <br />ordinances were discussed: <br />Ordinance 2002-166, which creates Section 137.07 of the Administrative Code <br />entitled "Background Checks Required for Contractors for Division of Parks and <br />Recreation" in order to promote the safety and welfare of children using city parks <br />and recreational facilities. The Safety Director stated that he was concerned that this <br />ordinance would be difficult to administer and support and expressed a concern <br />regarding the type of background checking that would be required and of whom. He <br />pointed out the example of a financial burden of a background check on those <br />presenters at the Rec Center who contract to present only on a one-time basis and do <br />not remain at the center other than for one presentation. He questioned if they should <br />be tested. He questioned the desired outcome of this legislation. It was explained <br />and discussed that the ordinance mandates the same check as that administered to <br />fall-time city employees. The Director of Personnel & Administrative Services <br />discussed the possible changes that may take place in that testing procedure. <br />However, the Law Director and members of the committee and the sponsor of the <br />ordinance, Councilman Gareau, who couldn't be present that evening, with an eye <br />toward the simple theory of protecting children by requiring background checks of <br />anyone who enters our city to work with them, felt the ordinance read well and can be <br />adapted to any testing procedwe adopted by the administration. The single <br />presentation issue was addressed and the committee unanimously recommended <br />approval of this ordinance based on the Law Department's amendment to reflect the <br />fact that the city would waive the cost of a background check for such one-time <br />providers or any similar circumstances which the Law Department deems necessary <br />to include in that waiver provision. <br />Resolution 2002-167, which is a resolution authorizing the Mayor of the City of <br />North Olmsted to enter into a renewal agreement with the Department of the Navy for <br />the lease of two EA.AN/PVS-5 night vision goggles to be used by the North Olmsted <br />Police Department. This is a renewal of a lease that the city carries with the <br />Department of the Navy for the use of night vision goggles. The lease is available <br />for review and questions of access of these goggles, the location of storage and the <br />users of this equipment were to be answered by the Safety Director and directed to <br />9 <br />~.-.~5~.~.~, ,~~;~~; :-..:. <br />
