Councilman Gareau asked how these funds were <br />accourrted for in the budget. Finance Director Copfer said in the last appropriations <br />process the estimated resources were increased by $200,000 for estate taxes from <br />$438,000 to $600,000. She estimated the full value because she knew what was in the <br />pipeline. We had an exceptionally high second half-there were some significant filings <br />that were out of our normal range. <br />Councilman McKay, chairperson of the Finance Committee: 1) The Finance Committee <br />met on Tuesday, October 22. Present were committee members Limpert, Kesler and <br />McKay; Councilpersons Gareau, Nashar, Dailey, Miller; Law Director Dubelko, Finance <br />Director Copfer, Personnel Director Farver, Safety Director Jesse. Agenda items were as <br />follows: <br />Ordinance 2002-140, an ordinance amending Section 161.08 of the Administrative <br />Code entitled "Military Leave Benefits" in order to extend the time period during <br />which permanent city employees called up to military duty pursuant to executive <br />order of the President of an act of Congress are entitled to continue to receive base <br />pay differential and health care insurance benefits from one to a maximum of five <br />years and declaring an emergency. Mr. McKay stated he was opposed to the <br />ordinance and believed that it should be for two years and not five and that the <br />benefits should be limited to base pay. He also disagrees with the emergency section <br />stating that the ordinance should be under emergency for a certain permanent <br />employee as this gives the perception that the Council is willing to pass ordinances on <br />the basis of one person and not all employees. Law Director Dubelko explained that <br />the ordinance had been revised. It now provides for the full benefits for the first year <br />and from the second year to the five years, the benefits will be in base pay, medical, <br />hospitalization and seniority. In regard to the emergency clause, the Law Director <br />stated that the reference to a single person is only for the emergency clause and that <br />he feels it is necessary. Mrs. Kesler stated that her reason for introducing this <br />ordinance was that a person called to duty would be whole in their financial and <br />health care situation. Mr. Miller stated that there is a big difference in the military <br />health care and that provided by the city. Mr. Limpert wanted to know if the five <br />year benefit was to go from the date the ordinance was passed or the time a person <br />was called to active service. The answer was it is based on the time the person is <br />called to active service. Mr. McKay believes this should be negotiated by the <br />bargaining units and Mrs. Copfer said she believes it will be in the next contract. The <br />Law Director will add to the ordinance a section in regard to the documentation of <br />base military pay received while on military leave. The committee unanimously <br />recommended approval. <br />Resolution 2002-149, a resolution authorizing the Mayor to advertise for bids for the <br />new North Olmsted branch library furniture and furnishings contract as detailed in the <br />specifications on file in the office of the Mayor and further authorizing the Mayor to <br />contract for the same and declaring an emergency. Discussion ensued between Mr. <br />Limpert, Mrs. Kesler and Mr. McKay in regard to the five hundred thousand dollars <br />and what was included for that amount.
