Council Minutes 11/6/2002 <br />furnishings are on file in the Mayor's office. The chairman, Mr. McKay, will request <br />a copy be placed in each person's mailbox. This resolution will be held in committee. <br />^ Resolution 2002-150, a resolution authorizing the Mayor to advertise for bids for the <br />North Olmsted branch library construction contract as detailed in plans and <br />specifications on file in the office of the Mayor and further authorizing the Mayor to <br />contract for the same. Mr. Gareau questioned regarding both the general contractor <br />method of construction and the multiple contractor method as to whether both types <br />would be in the bidding. The answer was yes. The amount is not to exceed <br />$5,800,000. Mr. Miller questioned if the gazebo plans had been removed. No answer <br />was given. Mr. Gareau suggested holding the ordinance in committee for fiuther <br />information, and the chairman made a motion to hold in committee until the Council <br />received the minutes of the Planning Commission. The motion passed unanimously. <br />^ Ordinance 2002-156, a resolution authorizing the Director of Personnel and <br />Administrative Services to advertise for bids for the police professional liability, <br />property and scheduled equipment, crime, comprehensive liability, auto liability and <br />physical damage, public officials errors and omissions, boiler and machinery, EDP, <br />umbrella, and liquor liability insurance as a package, authorizing the Mayor to enter <br />into a contract for said insurance package with the lowest and best bidder subject to <br />approval by the Board of Control and declaring an emergency. P & A Director Farver <br />explained it is necessary to go out to bids for this insurance even though the Midwest <br />Claims has been very helpful in all aspects to our present insurance. There will be no <br />penalty for stopping the insurance with Midwest, and Mrs. Farver provided a draft to <br />Council. The committee unanimously recommended approval. <br />2) The Finance and BZD Committees met in joint session on Tuesday, October 29. <br />Present were committee members Kesler, Limpert, Gareau, Nashar and McKay; Council <br />members Miller and Dailey; Finance Director Copfer, Law Director Dubelko, Mayor <br />Musial, Service Director Creadon, City Engineer Deichmann, Assistant Engineer <br />Griffith; from Spice Costatrtino Mrs. Symon, Mr. Bittinger and Mr. Hunsicker; from <br />H. R. Gray Mr. Dailey; from the County Public Library Mr. Morley and Mrs. Berkshire. <br />The purpose of the meeting was to inform Council of the near-final plans of the library. <br />Spice Costantino represerrtatives made the presentation. The site plan was presented. The <br />building is located near Lorain Road and the green space is located near Butternut Ridge <br />Road, with the parking lot in between the two. Traffic will enter from both Lorain and <br />Butternut Ridge and each street will have atwo-lane exit way from the library. <br />Sidewalks will be along Butternut, also on-going through the green area to the building <br />entrance and one from Lorain Road to the entrance. Speed bumps will be located in the <br />drive in front of the building. Adrive-through book drop off will be located on the south <br />side of the building. The large green space will be near Butternut Ridge with benches <br />and a walking path. There are plans for a central plaza with benches and a raised planter <br />with stones from one of the former Butternut Ridge homes. The green space will have <br />three patio. The front patio will be used for a public reading garden enclosed by a brick <br />wall with a decorative fencing. The children's patio will be totally enclosed for the <br />children's protection. This will be used for organized programs. Near the front will be a <br />flag pole by the entrance. Also there will be a flag pole by the reading plaza. Along the <br />side will be a staff reading area. Screening plans include a brick wall along the bus line <br />8 <br />
