Council Minutes 11/6/2002 <br />side. Buffering for the residents will include trees and natural vegetation and <br />landscaping. Library signs will be located on Lorain Road and Butternut Ridge. The <br />Oxcart marker will be relocated in the green area by the plaza. Evergreens will be <br />planted to shield the salt dome site in back of City Hall. There will be new sidewalks on <br />Lorain Road with brickscapes. The drainage will consist of a detannage basin which will <br />have no standing water and will be a sloping grade. This was recommended by EPA due <br />to the quality of the storm water. Lights will be lantern-style with cutoffs, complete <br />shades on the sides of the neighbors. A majority of the building will have face brick and <br />siding in the cornice azea and will have an asphalt shingle roof which will give the <br />appearance of a slate roof. The windows and the doors aze designed to allow as much as <br />light as possible into the library. Some doors aze functional and some are not. The doors <br />to the children's gazden and the story room are operational. The windows are <br />permanently closed. The dormers along the roof azea are not used to permit light into the <br />building. The trash enclosure, generator and the transformer will be behind the brick <br />enclosure. The estimated cost of the gazebo was estimated to be $30,000. Some of the <br />boards and commissions had made a recommendation to eliminate the gazebo and have <br />gardens instead. The library will be responsible for the grounds maintenance of the <br />garden and the trees. If a gazebo was to be built, the county would also do the <br />maintenance on the gazebo. The choice of a gazden or a gazebo is up to city and Council. <br />The construction cost estimate listed one flag pole at $10,000. However, it should be <br />$10,000 for the cost of four flag poles. Quite a discussion ensued in regazd to the cost of <br />the flag poles, which includes the cost of the installation and the hazdwaze. On entering <br />the building, there will be a vestibule main lobby and a book return. On the left side of <br />the lobby is a large meeting room and also a small meeting room. The large meeting <br />room will hold approximately 128 people. The rooms aze for non-profit organizations, <br />with no charge for use during business hours. Provisions for the community rooms to be <br />locked off from the rest of the building have been made. On the right side of the lobby is <br />the staff azea: the work area for the staff people, staff rooms, staff conference room, <br />branch manager's room, staff restrooms, lounge/break azea and storage room. The <br />building is in a round configuration. The azeas include a central reading azea with a <br />water feature. Next is the children's department and the story room. This is near the non- <br />fiction collection and then next is the business area, quiet study rooms and audio-visual <br />collection. There will be a teen area with their own materials, a fiction collection and <br />reading azea. The computers aze furnished by the library. Wireless web tables will be <br />used, which is a new feature. The total area of the building is 36,000 squaze feet, 30,000 <br />on the first floor and 6,000 in the basement which is used for storage. The geothermal <br />lines will go through the basement and the question came up as to the fact that the <br />geothermal at a cost of $175,000 had not been decided upon yet. Spice Costantino <br />claimed they were advised to design the building for the geothermal. After the testing of <br />the soil and a price comparison of the HVAC and geothermal, Council was supposed to <br />make the choice of which method was to be used. However, Council did not get any <br />information on that. Council is waiting for the comparisons as to what the geothermal <br />would cost as compazed to natural gas and electricity. The final conclusion was that, <br />although Council had requested a comparison of the systems, the team consisting of the <br />city, the library and the architect made the decision to design the building for the <br />geothermal unit.
