Council Minutes 11/6/2002 <br />tones used in the cabinetry and the doors. The trim will be stained to match the walls. <br />Ceramic the will be used in the vending azeas and the restrooms. The ceiling the will <br />reflect the light into the work azeas. The walls will be accented with blue, green and <br />purple with natural colors as well as off-white. Ninety percent of the library will be in <br />the off-white color. The lighting will be direct and indirect, using the ceiling to reflect <br />the light down. The green area outside is to irrigated. <br />Councilman Miller noted, with regard to the flag pole issue, one entry was for a flag pole <br />at $10,000. Council was advised that was in error as the $10,000 amount was for four <br />flag poles. However, there is another entry for one flag pole for $7,000 that was also <br />discussed, and Council was advised that there would be a better explanation at a later date <br />as to the prices of flag poles. <br />Councilman Nashaz noted, in keeping with the historical district, that bricks (foundation <br />stones) from the demolished homes on Butternut Ridge were being used to create a <br />fountain inside the library. <br />Councilman Nashar, chairperson of the Building, Zoning and Development Committee: <br />I) The Building, Zoning and Development Committee met on October 22. Present were <br />committee members McKay, Gareau, Nashaz; Councilpersons Limpert and Miller; Law <br />Duector Dubelko, Building Commissioner Conway; representative from the Chamber of <br />Commerce Jim Burns. Agenda items were as follows: <br />Ordinance 99-77, introduced by Councilman Gareau. Amended Ordinance 99-77 <br />amends Sections 1126.02 and 1161.12 of the North Olmsted Zoning Code relating to <br />commercial lighting structures. This legislation will provide controls for commercial <br />exterior lighting as it impacts the adjacent property and the surrounding azea. The <br />Chamber of Commerce approves of the ordinance. The committee recommended <br />approval. Ordinance 99-7? will be reviewed by the Planning Commission, and <br />Council will hold a public hearing before passage. <br />Ordinance 99-79 is still being held in committee for review by the Law Director. <br />Councilman Limpert, chairperson of the Streets & Drainage Committee: 1) The Streets & <br />Drainage Committee met on October 22 after the Finance meeting with the same <br />individuals present. The following items were discussed: <br />^ The proposal to create a Head Mechanic position. Mr. Limpert stated that it was his <br />belief that it would be a cost savings and a step towards good morale in the <br />department. Mr. Gareau mentioned that he would prefer to see the position, if <br />created, to be a civil service position, and he had some interesting points addressing <br />his reasons for those concerns. Along and constructive conversation followed with <br />many participating. The scope of work that could be performed under both ideas was <br />discussed. The proposal also included a concept of restructuring the mechanical <br />section of the Service Department.
