Council Minutes 11/6/2002 <br />restructuring should include the total Service Department and not just the mechanical <br />area.. <br />Ordinance 2002-159, relating to the Park-N-Ride. The only questions that needed to <br />be addressed were reimbursement for any emergency repairs that the city might have <br />to do. The Law Director said he would look into that and advised that we would have <br />that right and it would not be a problem for us to do that. The committee, based on <br />that, unanimously recommended approval. <br />Resolution 2002-153, which authorizes going out for bids for engineering services for <br />sidewalks on Bradley Road and some areas of Columbia Road. The cost of the <br />engineering is $12,000. Council was concerned about the total cost of the project and <br />whether the monies for the total project would come out of the capital improvement <br />borrowings or out of the General Fund. It was decided to hold this legislation for <br />further review. <br />2) The Streets & Drainage Committee reconvened at 7:10 p.m. tonight to discuss <br />Resolution 2002-153. This year's budget contains $15,000 for materials for this project. <br />Originally it was believed that this project could be done in-house and that amount was <br />basically the cost of concrete and wire. Those funds can be transferred to engineering <br />services to pay for the $12,000 engineering cost. It was estimated that the cost for an <br />outside contractor to complete this project would be approximately $96,000. Both the <br />Service Director and the City Engineer believe it is possible for the city to do this sort of <br />work in-house at a savings of 30% to 40%. The committee recommended that the <br />legislation be held in committee and asked that the administration begin the engineering <br />in-house to see if this project can be completed by the city. <br />Councilwoman Kasler, chairperson of the Public Safety, Health & Welfare Committee: <br />1) The committee met on October 22. Present were all of Council, Safety, Law, Finance, <br />Personnel directors and guests. Agenda items were as follows: <br />Ordinance 2002-136, which would make the failure to use a safety belt a primary <br />offense was once again discussed. The suggestion that it be a one-year warning <br />period was discussed. Still not obtaining the agreement and acceptance of all of <br />Council and sensing some reservations on behalf of many Council members, there <br />was further discussion. Since everyone was concerned about the safety of children <br />and the real reason for the ordinance and the basis of it is to protect children without <br />seat belts, the suggestion was made that the Police Department be addressed on the <br />issue of possibly raising the age limit on children as far as making it a primary <br />offense for adults who have children in their cars without seat belts. Right now, the <br />state statute is four years and 40 pounds. The committee discussed the possibility of <br />raising the age to 12. Mrs. Kasler will address that with the Police Department. The <br />committee decided to hold the legislation in committee at present. <br />Ordinance 2002-154, which is an ordinance establishing a new fee schedule for <br />emergency medical service and ambulance transportation. Mrs. Copfer was able to <br />give some insight on the billing procedures and how to maximize the amount of <br />money that can be received by the city on these billings.
