Council Minutes 10/15/22 <br />time employees to bring things on a competitive pay scale level with other <br />communities. Another question raised was whether the employee should be present <br />with the family member using the facility. Lastly, the commission discussed what <br />type of tracking method is being used to determine who is an employee and who is on <br />site exercising that discount option. The bottom line is there is no policy in place as <br />to how we keep track of employees and relatives and who are eligible to use the <br />facility and how often they are using it. There seem to be few controls in place to <br />insure that this system is not being abused. The commission will review this program <br />at the next meeting and will most likely make recommendations for revisions. <br />^ Consultant contract issues were discussed. Several programs are being provided by <br />the Recreation Center through independent contractors. Those include such programs <br />as fencing, golf, swimming, Music Man, Little Scientists, cartooning, horseback <br />riding and Karate. This presents a problem because each entity has a different <br />contract with different terms and there is little to no uniformity among different <br />people working for the City of North Olmsted on a contract basis. That includes <br />terms as to how one person is paid or compensated. Is it percentage basis, is it an <br />hourly basis? There is a question as to whether insurance is being provided. The <br />commission will continue to look into this issue. <br />^ Are background checks required on outside contractors who are working with <br />children in North Olmsted? Surprisingly, the commission members did not know the <br />answer to this question and there was no Safety Director to ask. There may be <br />approximately 140 part time employees at the Rec Center, and no one is sure whether <br />they have to undergo a background check. If not, they probably should, especially <br />with respect to outside contractors who aze going to be working with children. This is <br />an issue that will be addressed for the safety of children. <br />^ What role, if any, should the commission play in the selection of the next Recreation <br />Commissioner? The City of North Olmsted Recreation Commission does have a <br />charter-based job description which says that it establishes employment policy for the <br />Recreation Departmem. The commission discussed what this means. It's a Charter <br />term, and the commission has not been able to determine what formulating <br />employment policy would mean. Until this time, no member of the Rec Commission <br />was consulted regarding who should take over far this particular position now that it's <br />vacant. These issues will be forwarded to the Law Director as well for a further <br />definition as to what, if any, role the commission should have in this decision. <br />2) The next Recreation Commission meeting will be held at 7 p.m. on November 4. Due <br />to attendance problems, the commission will now meet the first Monday of each month. <br />Hopefully, this change will resolve the scheduling conflicts of the members. <br />AUDIENCE PARTICIPATION <br />Alan Meder, 25025 Kennedy Ridge. <br />^ In May, he spoke with the Mayor and Mr. McKay and asked about heavy trucks <br />traveling Kennedy Ridge Road. A twenty-two wheeler carries extra weight down the <br />street, for which Kennedy Ridge wasn't designed. The street is like a washboard and <br />there are holes that haven't been patched.
