Council Minutes 10/15/2002
library, and we have taken out an awful lot of property that is of value. The point is,
one side here is arguing that the schools are not spending money properly, are
wasting money and could cut back and the other side says they need the money to
operate schools. He doesn't know who is right or wrong. There is another aspect
besides coming to the taxpayer for dollars, and that is to take apro-active role in this
community to see that there is funding so that the schools can operate without always
going to the taxpayers for an increase.
Robert Whiting, 215 Brookfield Road, Avon Lake, Ohio, Commander of the North
Olmsted Veterans of Foreign Wars Post 7647.
^ For the last four years, he brought to the city's attention that there is no light on the
flag pole at Butternut Cemetery. It is city property. To have a flag lit 24 hours a day
is the only proper observance for the veterans who have served and died for this
country.
^ Mr. Whiting introduced Mr. Ron Dohanl, from the Chardon Post 6519, who is the
State Fire Fighter Chairman. Mr. Dohanl explained that North Olmsted's nominee
had risked his life while off duty by jumping over the medium on I-480 to rescue a
young man from his truck. He didn't worry about himself, and without gloves
administered first aid until an ambulance came. The young man lived for seven days
and was able to say goodbye to all his loved ones. This fire fighter is outstanding and
deserves a lot of credit. There were many fire fighters last year who put their lives on
the line. North Olmsted's nominee received a $300 donation to his favorite charity,
two banquet tickets in his honor and an overnight stay. Unfortunately, the fire fighter
was not able to attend the banquet. Mr. Dohanl presented two plaques, one for the
fire fighter and one for the station, to Assistant Chief Tom Klecan who accepted the
plaque on behalf of fire fighter Ron Sermak.
LEGISLATION
Ordinance No. 2002-141 introduced by Mayor Musial was given its third reading. An
ordinance authorizing the Mayor to sell certain property from the "James Lumber"
property now owned by the city, to-wit: a flag pole, and declaring an emergency.
Councilman McKay moved for adoption; second by Councilman Nashar. Roll call:
McKay, yes; Nashar, yes; Miller, yes, with comment. During the committee process and
discussion therein, he was adamantly opposed that this issue should be before Council.
He felt this was an administrative issue and should be handled by the administration in a
professional way. However, after further conversation with the Law Director, he was
advised that only Council has the authority to sell a piece of real estate like this known as
a fixture. As such, it is on Council's shoulders to approve this. However, he does not
want his "yes" vote to be considered any form of condoning the way the administration
handled this issue from its inception. While he votes "yes," please do not consider his
vote condoning the conduct that occurred. Roll call continued: Dailey, yes; Gareau, yes;
Limpert, yes; Kesler, yes, with comment that she echoes Mr. Miller's concerns. The
motion passed unanimously. Ordinance No. 2002-141 adopted.
13
