Council Minutes 10/15/2002 <br />Resolution No. 2002-150 was introduced and placed on first reading by Mayor Musial. <br />A resolution authorizing the Mayor to advertise for bids for the new North Olmsted <br />branch library construction contract as detailed in the plans and specifications on file in <br />the office of the Mayor, further authorizing the Mayor to contract for the same, and <br />declaring an emergency. <br />Resolution No. 2002-151 was introduced and placed on first reading by Mayor Musial. <br />A resolution authorizing the Mayor to request proposals for design services for the Lorain <br />Road rehabilitation project, further authorizing the Mayor to enter into an ageement with <br />the firm that provides such services that is selected in the RFP process, and declaring an <br />emergency. Councilman Limpert moved for suspension of the rules requiring three <br />readings and committee review. The motion was seconded by Councilman Nashar and <br />passed unanimously. Councilman Limpert moved for adoption. The motion was <br />seconded by Councilman Nashar and passed unanimously. Resolution No. 2002-151 <br />adopted. <br />Resolution No. 2002-152 was introduced and placed on first reading by Councilman <br />Dailey on behalf of himself and Council Members Kasler, Miller, Gareau, Nashar and <br />Limpert. A resolution supporting the schools and families in the City of North Olmsted <br />by opposing the November 2002 ballot issue (Issue 8) repealing 4 mills of the operating <br />levy passed by the voters of North Olmsted, and declaring an emergency. Councilman <br />Dailey made a motion to suspend the rules requiring three readings and committee <br />review, and the motion was seconded by Councilman Gareau. Roll call: Dailey, yes; <br />Gareau, yes; Kasler, yes; Limpert, yes; McKay, no; Miller, yes; Nashar, yes. The motion <br />passed with six yeas and one nay. At this poirn, as the legislation was being considered <br />for passage under suspension of the rules, Presidern O'Grady invited members of the <br />audience who wished to speak to this issue to come forward: <br />Eleanor Spyak, b037 Forest Ridge Drive, asked if Council, before making this <br />decision, really studied why the proponerns of this issue have brought it forth. It is <br />her opinion that the citizens have a right to decide yes or no without Council deciding <br />for them. Mr. Limpert said Council is just giving their opinion, and it will continue to <br />be the right of the citizens to vote yes or no. Mr. McKay said, as the Ward IV <br />Councilman, he feels that it is nat his position to tell people how to vote. When he <br />votes on this issue, it is a vote that will say he does not have a position. The residents <br />and voters of Ward IV will make their own determination on November 5, and they <br />do nat need his instructions on what to do. <br />Don Pangrac, 23470 Sharon Drive, said in May that Mr. O'Grady stated school <br />matters should not be addressed or discussed in Council meeting. This resolution <br />violates that statement. He asked how many Council members have seen the latest <br />school general fund budget projections prepared by the school's chief financial <br />officer. (He distributed copies to Council.) He has been chief financial officer of <br />hospitals in the Cleveland area for over 20 years. He noted that the document shows <br />the amount of cash that the schools have on hand at the end of the 2002 school year-- <br />$10,645,000. In comparison, the city's budget is $64 million and has an <br />15 <br /> <br />
