Council Minutes 10/15/2002 <br />friends in other communities and get them to do the same thing because it's going to <br />take a groundswell to get anything changed. State legislators have been holding <br />schools under their thumb. <br />Dennis Lambert, 25057 Carey Lane, noted that no one had talked about the changing <br />of school districts. At one time, there was a proposal from the major cities in the <br />Cleveland area that all school systems be merged into one and that the tax dollars <br />serve the entire area of school systems. He believes there was a court challenge or an <br />attempted challenge that schools are no longer community issues due to civil rights <br />and demographics of areas regarding certain people living in certain azeas and that <br />perhaps it was illegal to have a school system in North Olmsted that didn't have <br />students in it from East Cleveland and so on and so forth. So, as people write off to <br />the state, remember, when you open that box and ask for that extra way of doing it, <br />you may also be asking for a restructuring of the entire educational process which <br />includes the restructuring of your school systems to include students from all over the <br />county coming to school in North Olmsted. It is something seriously to consider. <br />As there were no further comments, Councilman Dailey moved for the adoption of <br />Resolution No. 2002-152. The motion was seconded by Councilman Gareau. Roll call: <br />Dailey, yes; Gareau, yes; Kasler, yes; Limpert, yes; McKay, no, with comment that his <br />vote is for the senior citizens who haven't had an increase in their salary for the last 5, 10, <br />15 and 20 years, the single parents out there who don't have any help with their income, <br />the unemployed who lost their jobs due to cut-backs and those on fixed incomes. Roll <br />call continued: Miller, yes; Nashar, yes. The motion passed with six yeas and one nay. <br />Resolution No. 2002-152 adopted. <br />Resolution No. 2002-153 was introduced and placed on first reading by Mayor Musial. <br />A resolution authorizing the Mayor to request proposals for design services for the <br />Bradley Road and Columbia Road sidewalk project, further authorizing the Mayor to <br />enter into an agreement with the firm that provides such services that is selected in the <br />RFP process, and declaring an emergency. <br />Ordinance No. 2002-154 was introduced and placed on first reading by Mayor Musial. <br />An ordinance amending Section 3 of Ordinance No. 2002-103, in order to establish a new <br />fee schedule for emergency medical service and ambulance transportation, and declaring <br />an emergency. <br />Resolution No. 2002-155 was introduced and placed on first reading by Mayor Musial. <br />A resalution authorizing the Mayor to renew the city's current insurance policies with the <br />Municipal Insurance Alliance for Police Professional Liability, Property & Scheduled <br />Equipment, Crime, Comprehensive Liability, Auto Liability & Physical Damage, Public <br />Officials Errors and Omissions, Boiler & Machinery, EDP, Umbrella, and Liquor <br />Liability coverage, and declaring an emergency. Councilman Gareau moved for <br />suspension of the rules requiring three readings and committee review. The motion was <br />seconded by Councilman Limpert and passed unanimously.
