Council Minutes of 10/1/2002 <br />adoption. The motion was seconded by Councilman McKay and passed unanimously. <br />Ordinance No. 2002-133 adopted. <br />Ordinance No. 2002-136 introduced by Councilwoman Kasler was given its second <br />reading. An ordinance amending Section 337.27 of the Traffic Code of the City of North <br />Olmsted, entitled "Drivers and Passengers Required to Wear Seat Belts; Penalty," so as <br />to make violations of the ordinance a primary offense, and declaring an emergency. <br />Ordinance No. 2002-141 introduced by Mayor Musial was given its second reading. An <br />ordinance authorizing the Mayor to sell certain property from the "James Lumber" <br />property now owned by the city, to-wit: a flag pole, and declaring an emergency. <br />Ordinance No. 2002-142 introduced by Mayor Musial was given its second reading. An <br />ordinance authorizing the Mayor of the City of North Olmsted to enter into a joirn <br />funding agreement with the U. S. Geological Survey, U. S. Department of the interior, for <br />the operation and maintenance of a gage for reahime data collection, and declaring an <br />emergency. <br />Resolution No. 2002-143 introduced by Mayor Musial was given its second reading. A <br />resolution recognizing the second anniversary celebration of the Northeast Ohio Public <br />Energy Council as amended. Councilman Miller moved for suspension of the rule <br />requiring three readings and noted that the resolution had been discussed in committee. <br />The motion was seconded by Councilman Limpert and passed unanimously. Councilman <br />Miller moved for adaptian. The motion was seconded by Councilman Limpert and <br />passed unanimously. Resolution No. 2002-143 adopted. <br />Resolution No. 2002-138 was introduced and placed on first reading by Mayor Musial. <br />A resolution authorizing the Mayor to make emergency upgrades to one underground <br />storage tank at the North Olmsted Municipal Bus Line garage, and two underground <br />storage tanks at the Service Garage, without public bidding, and declaring an emergency. <br />Ordinance No. 2002-145 was introduced and placed on first reading by Mayor Musial. <br />An ordinance providing far the issuance and sale of $200,00 of notes, in anticipation of <br />the issuance of bonds, to pay casts of acquiring a fire pumper and other related fire <br />apparatus and equipment; and declaring an emergency. Councilman McKay, Chairperson <br />of the Finance Committee, noted that he was in receipt of the Fiscal Officer's Certificate. <br />Resolution No. 2002-146 was introduced and placed on first reading by Mayor Musial. <br />A resolution authorizing the Mayor of the City of North Olmsted to enter into a <br />maintenance agreement with Ohio Time Corporation regarding the Infotronics <br />Attendance System and Software, at the Wastewater Treatment Plant, and declaring an <br />emergency. <br /> <br />13 <br />
