Council Minutes of 10/1/2002 adoption. The motion was seconded by Councilman McKay and passed unanimously. Ordinance No. 2002-133 adopted. Ordinance No. 2002-136 introduced by Councilwoman Kasler was given its second reading. An ordinance amending Section 337.27 of the Traffic Code of the City of North Olmsted, entitled "Drivers and Passengers Required to Wear Seat Belts; Penalty," so as to make violations of the ordinance a primary offense, and declaring an emergency. Ordinance No. 2002-141 introduced by Mayor Musial was given its second reading. An ordinance authorizing the Mayor to sell certain property from the "James Lumber" property now owned by the city, to-wit: a flag pole, and declaring an emergency. Ordinance No. 2002-142 introduced by Mayor Musial was given its second reading. An ordinance authorizing the Mayor of the City of North Olmsted to enter into a joirn funding agreement with the U. S. Geological Survey, U. S. Department of the interior, for the operation and maintenance of a gage for reahime data collection, and declaring an emergency. Resolution No. 2002-143 introduced by Mayor Musial was given its second reading. A resolution recognizing the second anniversary celebration of the Northeast Ohio Public Energy Council as amended. Councilman Miller moved for suspension of the rule requiring three readings and noted that the resolution had been discussed in committee. Resolution No. 2002-143 adopted. Resolution No. 2002-138 was introduced and placed on first reading by Mayor Musial. A resolution authorizing the Mayor to make emergency upgrades to one underground storage tank at the North Olmsted Municipal Bus Line garage, and two underground storage tanks at the Service Garage, without public bidding, and declaring an emergency. Ordinance No. 2002-145 was introduced and placed on first reading by Mayor Musial. An ordinance providing far the issuance and sale of $200,00 of notes, in anticipation of the issuance of bonds, to pay casts of acquiring a fire pumper and other related fire apparatus and equipment; and declaring an emergency. Councilman McKay, Chairperson of the Finance Committee, noted that he was in receipt of the Fiscal Officer's Certificate. Resolution No. 2002-146 was introduced and placed on first reading by Mayor Musial. A resolution authorizing the Mayor of the City of North Olmsted to enter into a maintenance agreement with Ohio Time Corporation regarding the Infotronics Attendance System and Software, at the Wastewater Treatment Plant, and declaring an emergency. 13
