Council Minutes of IO/1/2002 <br />.,„ 6) September 26, he attended a director's meeting at City hall regarding looking at the <br />budget issues for the year 2003. <br />7) September 27, he attended a health care committee meeting that was put on by the <br />city's personnel director and attended by representatives from most of the city's unions. <br />It was a good labor/management step. <br />8) On September 27, he provided legal advice to the Police Chief regarding applicability <br />of state law addressing transfers of accumulated vacation leave earned by municipal <br />employees from state agencies to a municipal employer. The law essentially indicates, <br />for employees that are hired after 1987, the city cannot accept transfers of accumulated <br />vacation leave. <br />9) On September 30, he provided working documents to the Building official and to <br />Councilman Gareau regarding proposed changes to Ordinance Nos. 99-77 and 99-79. <br />These are the very old pending lighting ordinances. This is good legislation far the City <br />of North Olmsted. He had located same model code provisions and had submitted them <br />to the Building official who had reviewed them and believed that a certain number of <br />them could be useful and helpful in the City of North Olmsted in controlling lighting <br />nuisance. Those provisions have been incorporated irrto Ordinances 99-77 and 99-79 and <br />have been sent to the Building official and Councilman Gareau for review. Hopefully, in <br />the not too far future we will have that legislation on the books. <br />Councilman Gareau suggested that the lighting ordinances be taken back into the BZD <br />Committee for discussion. BZD Chairperson Nashar agreed to do so. <br />Finance Director Copfer: 1) She also attended the live burns of the homes on Butternut <br />Ridge Road and was amazed at how quickly a house becomes engulfed in fire. It was <br />interesting to note that the only items still standing at the end of the day were the brick <br />mantel and chimney. <br />2) On September 18, she attended a municipal finance officers association meeting where <br />the State Issue 2 division representative was present and gave an overview and history of <br />the program-how it is funded and what projects are covered and by what percentages. <br />She was able to bring some of those to the committee meeting, so it was helpful. <br />3) She attended the first health care committee meeting under the new personnel <br />director's tenure on September 26 where the broker and Medical Mutual represenatives <br />were on hand to give presentations. Also, various benefit questions were addressed. <br />4) The fire apparatus and equipmerrt bond anticipation notes to replace the notes that are <br />coming due on November 18 of this year are on first reading tonight. The notes are for a <br />lesser amount as 5100,000 is being paid down from the HoteUMotel funds. <br />5) She and acting Fire Chief Klecan met with Great Lakes Billing to ensure that there is a <br />smooth transition in tracking our new EMS receipts so that there will be a good <br />accounting of what impact the residents and people who work within the city have added <br />to it. <br />6} Council is urged to read an article in the September 20 Ohio Municipal League <br />legislative bulletin entitled "Municipal Budget Numbers Worse in the Decade." Fifty- <br />five percent of the cities in the survey were not as able to meet their community's <br />financial needs in 2002 as 2001, and 67% of the cities expect 2003 to be worse.
