Council Minutes of 9/17/2002 <br />Councilwoman Kasler inquired of the Mayor as to the security policy for City Hall. The <br />Mayor said currently there is one wing of City Hall that individuals can enter only if they <br />have a key or by requesting admittance. He requested Chief Ruple to head a committee <br />to determine what they can do to provide security protection for all of City Hall and <br />provide uninhibited access of everybody within City Hall. The committee met this <br />morning and came up with a recommendation which he is currently evaluating. Mrs. <br />Kasler is concerned whether or not the security policy is based on good, public policy and <br />asked for an explanation of why the wing was locked. Mayor Musial said a situation <br />occurred whereby an individual entered that wing and made menacing actions towazd his <br />administrative assistant, such that she became very concerned for her well being. Mrs. <br />Kasler expressed concern about the policy as it does limit access to the Mayor's office, <br />the Safety Director's office and the Clerk of Commission's office. She requested that the <br />Mayor share the information provided by the Police Department, and he agreed to do so. <br />Councilman Nashaz asked for further information on the bum exercises to be conducted <br />on Butternut Ridge Road as some of the residents have expressed concerns to him. Mayor <br />Musial said that the fire will be contained in a measure such that there will be ample <br />protection for the neighboring residents. There will be notification sent out to the <br />residents. Also, the Animal Warden is handling the concern regarding rodents. A <br />number of trees will be preserved. The Fire Department will take all precautions <br />necessary. The exercises will take place on Monday, Tuesday and Wednesday. He noted <br />that the library Board of Trustees had been contacted and gave their permission to <br />proceed according to the plans submitted by the Fire Department. <br />Councilman Gareau inquired of the Mayor as to the status of the sidewalk project on <br />Bradley Road. The Mayor said he planned to have a meeting with Mr. Nashaz and the <br />Service Department foreman to go over the construction of the sidewalks on Bradley <br />Road. The project is more than what had originally been thought as guide wires need to <br />be moved, poles need to be moved and ditches will have to be covered and filled. Mr. <br />Gareau noted that the funding for the project was still in place and inquired if it would <br />still be done this year as an in-house project. Mayor Musial said that is still being <br />considered; but, because of the additional work that needs to be done, there may not be <br />enough money to complete it this year. That question is being looked into, and it is <br />possible that he will have to come back to Council for additional funds. <br />Councilwoman Kasler raised the issue of the mayor's court that she has proposed to the <br />Mayor and Law Director. After their last meeting on the issue, each person was assigned <br />some investigatory issues to look into with regard to the mayor's court. The Mayor had <br />agreed to call in some people from other cities. She had provided him with names of <br />individuals who already have a mayor's court and who would be able to provide <br />information with regard to the administration of such a court. She then received a memo <br />from the Mayor noting that he wished to put this issue on hold "due to a myriad of <br />matters on the forefrorrt at this time." She has a concern as to what these matters could <br />be that would come before exploring the prospect of possibly obtaining three to five <br />hundred thousand dollars worth of revenue rightfully belonging to North Olmsted as <br />opposed to paying it to another city.
