Council Minutes of 9/17/2002 <br />,, Council unanimously voted to support that move as a temporary measure. Additionally, <br />Councilman Gareau will be working with the Law Director to develop a format for this <br />index and for Council reports. Finally, the Law Director made the recommendation that <br />after final action is taken by Council, that Council review Rule No. 12 of the Rules of <br />Council. <br />Councilman Nashar, chairperson of the Building, Zoning and Development Committee: <br />1) The committee met on September 10. Present were committee members McKay, <br />Gareau and Nashar; Council members Miller and Limpert; Assistant City Engineer <br />Griffith, Law Director Dubelko. Agenda items were as follows: <br />Shell Service Station located at 25199 Lorain Road, at the corner of Great Northern <br />Boulevard. The proposal is to renovate the existing store's exterior and pump <br />canopy. Representatives from 1GD Associates were in attendance. Mr. Reiman <br />requested the color scheme be changed from the gray and yellow to a white and <br />yellow. The canopy will be yellow with red letters and a red stripe. There will be <br />additional evergeens to be planted that were somehow removed from that location. <br />The BZD Committee did not approve the original proposal of the yellow canopy and <br />asked that another color sampling be provided. (The two samples were displayed in <br />Council Chambers.) After discussion, the committee unanimously recommended <br />approval of the Shell Service Station located at 25199 Lorain Road, subject to the <br />recommendations of the various boards and commissions. Councilman Nashar <br />moved for approval of the Shell Service Station, 25199 Lorain Road, subject to the <br />recommendations of the various boards and commissions. The motion was seconded <br />by Councilman McKay. Councilman Gareau asked that the motion reflect that the <br />low gloss yellow for the canopy was being utilized. Mr. Nashar agreed. The motion <br />was amended to include the low gloss yellow would be used for the canopy. Roll <br />call: Nashar, yes; McKay, yes; Miller, no, with comment. He applauds this <br />operation for replacing and replanting trees in the area, that's always a welcome <br />improvement. However, the changes to this bright yellow, whether it be glossy or <br />flat, does not make much of a difference. When you look at in excess of 100 feet of it <br />wrapped around a canopy as he has seen at other gas stations, he finds it offensive, <br />particularly in that area where some buildings have been improved. There have been <br />efforts to make the area look better, and he does not think that this goes in that <br />direction. Roll call coninued: Gareau, yes, with a brief comment. He would note, <br />however, that this owner has taken the time to keep the lot in reasonably good shape. <br />The landscaping there is probably near the top of anything in North Olmsted and <br />changes with the seasons. They do go out of their way to at least give a good <br />appearance. He does not think this does anything to detract from that. Roll call <br />continued: Dailey, yes, commenting that, having gone to the intersection and looked <br />at the surrounding buildings, directly across the street is a nice bright green. Across <br />the street from the bright green, there is a bright blue roof that was put on the top of a <br />bank building. The strip mall there has a unique color of blue as well. He thinks the <br />yellow is actually going to add to that corner. He has an affinity for the bright <br />yellow-it looks good on signs. Roll call continued: Kasler, no; Limpert, yes, <br />commenting that basically he understands there is not a whole lot that is going to be <br /> <br />
