Council Minutes of 9/17/20(12 <br />Councilman Miller, chairperson of the Intra-Governmental Relations and Legislation; <br />Long-Range Planning Committee: 1) The committee met at 7:15 p.m. this evening to <br />discuss Ordinance 2002-126, a recently passed ordinance requesting that the city <br />recognize September 11 as Safety Forces Appreciation Day. The meeting was held at the <br />request of Mr. Limpert who made a presentation. His concerns were that he is not sure <br />that 9/11 will be our greatest day in our war on terror and questioned whether we should <br />use this date. He believes we should honor our safety forces more in the way we do as <br />Pearl Harbor Day, through various proclamations and resolutions. He feels that we will <br />do safety forces more honor if we honor them individually each year as opposed to <br />making along-range, permanern resolution honoring the forces on September 11. It was <br />pointed out that this purpose was meant to honor safety forces, not to be a major holiday <br />in the form of Fourth of July, Labor Day, Memorial Day, etc. Mr. Limpert wanted to <br />make sure that we continue to recognize our safety forces on a yearly basis. Section 1 in <br />the ordinance that was passed does that. In an attempt to make swe that Mr. Limpert's <br />concerns were addressed, the committee, and alt others present, agreed that probably the <br />best way to do this would be to ask the Clerk to prepare the appropriate resolution <br />recognizing appreciation for our safety forces each year and submit it for review by the <br />Law Department. The committee agreed that would be the best way to handle the issue. <br />Mr. Limpert requested, in lieu of reading his letter and information to Council, that it be <br />included in the record. (Please see attachment.) <br />AUDIENCE PARTICIPATION <br />William Kelley, 4161 Carnerbury Road, said he is a member of the Parks and Recreation <br />Commission. He was appointed by Council, and he takes that appoirnment seriously and <br />thinks everyone else should. He warned it to be noted that Council's appointee was <br />eligible and able to make it to those meetings. <br />John Davis, 5862 Barton Road, spoke about the need for sidewalks on Bradley Road. He <br />has spoken on this topic at other times and is very concerned about the safety of people <br />who walk or ride their bikes on this road, especially children. On May 8, he was assured <br />that this project was going to be done and that the Metroparks was bringing their bike <br />path all the way to the gun club. The city would then bring the sidewalks up from Barton <br />and Bradley to the end of the gun club. Mayor Musial said he has looked into this <br />situation and found that it is a little bit more complicated than what was presented to <br />him-it is more than just laying the sidewalk. There are items to be moved, ditches to be <br />covered up, pipes to be laid, boundary lines to be secured and some potential easements <br />that may be required. Mr. Davis requested that the Mayor speak to the Metroparks to see <br />if they could begin their portion of the project as that area is a real problem, especially in <br />the wet weather it becomes a swampy area that is not passable. Mr. Miller noted that <br />where the Metroparks path ends there is a large circle of asphalt used as aturn-around for <br />bicyclists. It would seem reasonable to extend the path all the way up as far as the <br />Metroparks can go and put in aturn-around at the end of their property line.
