Council Minutes of 9/17/2002 <br />,,, will see when they get to Lorain Road, and it is a chance to make a good impression. <br />Mayor Musial said he had not heazd about a submittal, but he will inquire. Mr. Gazeau <br />reiterated that this might be a good time to track down the owner and begin a dialogue in <br />light of some of the changes in that neighborhood that are taking place. He would <br />appreciate it if the Mayor could check into this. Mr. O'Grady said he just happened to <br />have had a dialogue with the former owner this evening. The title to the property actually <br />transferred about four years ago. Standard Oil asked the previous owner to stay on and <br />continue to operate, which he did. They are now in the process of shifting everything <br />over, so it is a good idea to talk to the owner. Mr. Gazeau agreed and noted that the BP <br />gas station recently built in the Olmsted Falls historical district was very nice with its <br />brick building and subtle colors. <br />Councilman Miller, chairperson of the Intra-Governmental Relations and Legislation; <br />Long-Range Planning Committee: 1) The committee met on Tuesday, September 10, to <br />discuss Ordinance 2002-134, an ordinance authorizing and directing Don Copeland, <br />Director of the Department of Human Resources, to prepare and the Mayor to make <br />application on behalf of the City of North Olmsted for Community Development Block <br />Grant funds for the fiscal year 2003 for two projects titled "Property Facility <br />Improvements for the Horizons Activity Center - Eazly Intervention Center and <br />Americans with Disabilities Act Improvements to the front entrance of City Hall and <br />declaring an emergency. Present were committee members Miller, Kasler and Gazeau; <br />Human Resources Director Copeland; CDBG Committee and Advisory Board members <br />Bob Klabunde, Paul Barker, Julie Brown and Glenn Vannoy; Bill Jacob from Special <br />Children First, which is the new name for what was previously known as the Special <br />Horizons Project. This project will involve converting what amounts to a pole barn on <br />the property, on Butternut Ridge neaz the 480 highway, into a yeaz-round use facility. <br />The estimated project will cost about $121,000. With the leverage amount not coming <br />from the city, rather coming from Special Children First, it was presented that, of all <br />segments of our society, special children are probably one segment that deserve our <br />assistance the most. The committee recommended approval of the project. The <br />committee also discussed the front entrance of City Hall and the necessity to have ADA <br />improvements. The ramp and the railing attached to it are in disrepair. This request was <br />presented to the committee by Councilman Nashar. The committee recommended <br />approval of this project also. Therefore, Ordinance 2002-134 was recommended for <br />approval this evening and for passage under suspension of the rule. <br />Councilman Gareau, Council's representative to the Recreation Commission, noted that <br />three Commission meetings in a row have been cancelled due to the lack of a quorum. <br />He believes there is now established a full number of persons to serve on that committee, <br />but something is not working. This is a body that should be meeting on a regular basis <br />but is not. He knows that Mr. Limpert had concerns about this same problem last year. <br />He doesn't know whether it's a conflict of schedules for the members of the committee. <br />If so, then there should be a review of who is serving on the committee.
