Council Minutes of 9/17/2002 <br />~-~, recommended holding the ordinance in committee, pending the distribution of further <br />available information from the North Olmsted Police Departmem. Information will <br />be copied and disseminated to Council prior to the next committee meeting on this <br />issue. <br />^ Ordinance 2001-146, which created new Section 161.08 of the Administrative Code <br />entitled "Military Leave Benefits" in order to provide permanent city employees <br />called up to military duty pursuant to executive order of the President or act of <br />Congress with greater benefits than that which is provided pursuant to Section <br />5923.05 of the ORC. The committee chairperson suggested amendments to the <br />policy. The code presently reads that reservists who are called up to serve in these <br />present times would receive benefits up to one year. The suggested amendment is to <br />allow benefits and salary to be paid to employees who are in the reserves, called up <br />away from their families and their jobs, to be paid up to five years, which is the term <br />of the reservists, rather than the present one year maximum. Councilman McKay <br />stated that these reservists are akeady receiving military pay, and Councilman <br />Limpert questioned whether, if they returned to work and were called back a second <br />time, would this again apply to them. There were several questions and much <br />discussion. Mr. Nfiller brought up a good point that the amount of pay should be <br />established. What is in the ordinance is that the pay given to gentlemen who are <br />called up is the difference between their military pay and the pay they would have <br />made at the city. That is almost concurrent to the state statute which provides that <br />reservists who aze called up aze paid for one month unconditionally and for the next <br />11 months they aze paid the difference between their military pay and their employee <br />pay or $500, whichever is less. This provision will be considered when the issue is <br />discussed at a future time. The Mayor poimed out that reservists do receive a <br />pension. Other comments that were made will be discussed in the next committee <br />meeting .again. There is a time element involved as two Police Department <br />employees have already been serving for a year in the reserves. The committee is <br />awaiting information from the Police Department with regazd to the cost to the city to <br />permit this extended pay. Also, the cost of benefits will be investigated. <br />^ A fiquor permit transfer from Burton N Friedlander, otherwise known as Rite Price <br />Mini Mart at 29145 Lorain Road. A transfer of that existing permit to Standard Oil <br />Company, which is at the same address. The Police Department had no objection. <br />The committee recommended no objection be made to the transfer. Councilwoman <br />Kasler moved that Council have no objection to the liquor license transfer from <br />Burton N Friedlander, DBA Rite Price Mini Mart, 29145 Lorain Road to Standard Oil <br />Co. at the same address. The motion was seconded by Councilman Nashar. Roll call: <br />Kasler, yes; Nashaz, yes; Dailey, yes; Miller, yes; Gareau, yes; Limpert, yes; McKay, <br />no. The motion passed with six yeas and one nay. <br />Councilman Gareau asked the Mayor if there had been a submittal of plans to any of the <br />boazds and commissions with regazd to that particular location at the comer of Stearns <br />and Lorain roads. The gas tanks have been removed and now a liquor permit is being <br />transferred to that property. He would like the city to have some input on that particular <br />corner early-on, as opposed to later in the process, because it is going to be the entry way <br />to North Olmsted when Crocker Stearns comes through.
