Council Minutes of 9!3/2002 <br />nobody has put BTI on those. This ought to be somebody's responsibility. Spraying <br />is being done for the adult mosquitoes, but what should be done is preventing the <br />larvae from hatching. Also, he believes the catch basins are a problem as water <br />accumulates in the bottom low spaces. A handful of BTI in the catch basins would <br />prevent the mosquitoes from hatching. Somebody should take the responsibility of <br />treating the ditches and the catch basins. He is concerned about the wetlands being <br />created as part of the Crocker/Steams project as he believes it will be a public <br />nuisance. His plea to Council is to not pay the EPA to create a public nuisance <br />between here and Westlake in the form of a mosquito hatchery. Mrs. Kasler said it <br />was her understanding that, when Council voted to put the money aside, it was to pay <br />an invoice that was given to the city. That was done with the caveat that the city was <br />checking into whether or not this was a wise thing to do. There is investigation going <br />on right now about that very issue-it's not a given at this point-everyone is <br />concerned about the same thing. Mr. Crabs said the city shouldn't fund the wetlands. <br />If the "mosquito hatchery" goes with the highway, put the highway somewhere <br />else-we don't want it. <br />Mel Leeb, 27681 Lauren Lane, said he, his wife and Sue and Mike Takacs discussed their <br />neighborhood situation with Mr. Miller during Homecoming. The next day Councilman <br />Miller came out and reviewed the area. This evening, he found that the light which had <br />been sitting unhooked up for almost six months had been hooked up today. Thank you to <br />Mr. Miller for his efforts. In the past three weeks, he and Sue Takacs have gone door to <br />door in the Lauren Woods area and talked to about 60 residerns. They sent a petition to <br />the Mayor with photographs. The basic feeling was many of them had called City Hall <br />many times regarding the tree lawns. They understand that the contractor did go bust, but <br />can they get some type of ballpark time frame when they can expect the tree lawns and <br />possibly Lauren Lane to be repaired? Law Director Dubellco said the matter had been <br />turned over to the Law Department. He initially hoped that the contractor would have <br />made the repairs by the end of August, but it didn't work out that way. They followed <br />every procedure in the bond, and then they got into "quibbling" between lawyers as to <br />who was ultimately going to do it--a contractor hired by the surety or contractor hired by <br />the city. His goal is to get the issue out of the Law Department and have a contractor <br />doing the work in September. <br />Dennis Lambert, 25057 Carey Lane. <br />• He believes people have a right to a smooth, good operating government and feels <br />that official meetings need to be recorded and reported on. As to the legal opinion on <br />the duties of the President of Council, those duties are in the Charter. He has come <br />up to Council many times about the need to codify the Rules of Council and believes <br />the codification of the Rules of Council will make for good government through good <br />structure. <br />Regarding the resolution on elderly drivers, to predict what a driver can or cannot do <br />and to place an age on it is going to be a very difficult task. He is neither for or <br />against the resolution. He is just asking Council to take caution in what they <br />recommend people to do based upon their perceptions. There is a process in place at <br />the state level that allows concerned family members to request an evaluation of an <br />11 <br /> <br />
