Council Minutes of 9/3/2002 <br />,,~. elderly driver. He has used this process, and it works well. Also, he is concerned <br />' about asking elderly people to routinely get their licenses renewed and making them <br />pay for it. Taxing an elderly person who is on a fixed income concerns him. <br />Don Pangrac, 23470 Sharon Drive. <br />He wondered if Canterbury Road was a county road. If so, the speed limit should be <br />35 mph rather than 25 mph and asked that this be looked into. City Engineer <br />Deichmann said Canterbury Road north of Lorain is a county road. (President <br />O'Grady requested that the Mayor ask the Traffic Engineer to confirm the status of <br />north Canterbury Road and whether the speed limit should be changed. The matter <br />can then be referred to the Public Safety Committee.) <br />Questioned whether the Mayor had spoken to the mayor of Avon Lake regazding <br />water. Mayor Musial said he had not met with him yet, but he did get a <br />communication from Mayor Hill of North Ridgeville. Mr. Pangrac said he got a $331 <br />water bill; his sister-in-law had a $403 bill. He is really disturbed about paying this <br />much money for a quarter's worth of water. (The Mayor noted that the bills do <br />include costs for water and sewers.) Mr. Pangrac feels the city needs to do something <br />about the high cost of water. Our property taxes are going to be going sky high as the <br />state has adjusted the Homestead Exemption and is considering taking away <br />rollbacks. Also, in 2003 there will be a re-evaluation, and in 2006 appraisals are <br />done. It doesn't look very promising for people in this community who aze on fixed <br />incomes. <br />Jim Dolance, 5968 Forest Ridge Drive, answered Mr. Lambert's comments regarding <br />costs of renewing licenses. He is not asking for anybody to pay additional costs because <br />they are of a certain age, but that the driver's test be given every two years instead of <br />every four years. The fee should be cut in half. As far as any voluntary form, the key is <br />voluntary and there is no state law that says it must be done. The problem is people do <br />not want to take the privilege of driving away from elderly relatives. In his case, it took <br />the death of his son to get him involved. He was unaware, as many people aze, of this <br />problem. He is asking the state look at the issue, and he doesn't care where they start with <br />the age. But elderly people do have impairments that younger people do not have. There <br />are a lot of drunk drivers on the road it is their choice to drive. People who have <br />Alzheimer's or dementia do not have that choice. Start the program at any age. But there <br />is a good percentage of older people that can be prevented from killing themselves and <br />other people. That's what he wants the state to look at. <br />Susan Takacs, 27b60 Laurell Lane, lives where the street lamp was just installed. She <br />does not appreciate the mounds of dirt that were left. Since the light was installed, the <br />cracks in her driveway apron are worse and she would like to know what can be done <br />about that. Mayor Musial said she should contact Mr. Deichmann who will have that <br />reviewed by an inspector. Typically, photographs and movies aze taken of the sidewalks, <br />curbs and aprons before work is done to be sure the cracks were not there beforehand. <br />Mrs. Takacs said hopefully they will fix the tree lawn before spring because her property <br />has a 230 foot frontage and there are three lamps on the property. She noted that Laurell <br />Lane has a lot of chuckholes which cause damage to residents' vehicles. <br />12 <br /> <br />
