Council Minutes of 9/3/2002 <br />., Janet Saringer, 23336 Stoneybrook Drive, said that her neighborhood was having an <br />outdoor block party on the weekend and asked if the catch basins could be treated for <br />mosquitoes. Mayor Musial said he would check into it, but the insertion of pesticides <br />requires a special license from the state. He is not sure if we have anyone who is licensed <br />to do that, but he will contact Mr. Lynch of the Boazd of Health. Mr. Limpert suggested <br />someone at the golf course might have such a license. <br />Cliff Crabs, 25575 Butternut Ridge Road, said that BTI was not a pesticide but rather a <br />bacteria. Mayor Musial said he didn't think that was used in catch basins-a special <br />chemical is used. <br />LEGISLATION <br />Ordinance No. 2002-108 introduced by Mayor Musial was given its third reading. An <br />ordinance establishing the compensation and benefits to be paid to all part-time hourly <br />employees employed by the North Olmsted Municipal Bus Line, and declaring an <br />emergency. Councilman McKay moved for adoption. The motion was seconded by <br />Councilman Limpert and passed unanimously. Ordinance No. 2002-108 adopted. <br />Ordinance No. 2002-110 introduced by Councilman Gareau was given its third reading. <br />An ordinance establishing the "Director of Planning" position salary range as a full-time <br />position, and otherwise re-establishing the rates of compensation for various <br />administrative and legislative personnel and declaring an emergency. Councilman Gareau <br />moved for adoption. The motion was seconded by Councilman Limpert and passed <br />unanimously. Ordinance No. 2002-110 adopted. <br />Resolution No. 2002-111 introduced by Mayor Musial was given its third reading. A <br />resolution authorizing the Director of Public Service to solicit bids for the purchase of <br />cell phones and cell phone service per specifications on file in his office, and authorizing <br />the Mayor to enter itrto a contract for said purchase subject to approval by the Board of <br />Control, if necessary, and declaring an emergency. Councilman Gareau moved to amend <br />Resolution No. 2002-111 to substitute the word "Mayor" for the words "Director of <br />Public Service" in both the title and in the body of the resolution. The motion to amend <br />was seconded by Councilman Nashaz and passed unanimously. As the amendment <br />caused the resolution to revert back to second reading, Councilman Gareau moved to <br />suspend the rule requiring three readings. The motion was seconded by Councilman <br />Nashaz and passed unanimously. Councilman Gareau moved for adoption. The motion <br />was seconded by Councilman Nashar and passed unanimously. Resolution No. 2002-111 <br />adopted as amended. <br />Ordinance No. 2002-115 introduced by Mayor Musial was given its third reading. An <br />ordinance authorizing the Director of Public Service to sell, by auction, a 1998 Ford <br />Crown Victoria, and declaring an emergency. Councilman Gareau made a motion to <br />amend Ordinance No. 2002-115 t4 read Resolution No. 2002-115 and to substitute the <br />word "Mayor" for the words "Director of Public Service" in both the title and the body of <br />the resolution.
