Council Minutes of 9/3/2002
review, the committee recommended the original site plan. The City Forester issued
,: a response supporting that as much natural growth as possible be left in that area.
There will be sidewalks along Brookpark Road and Clague Road. After discussion,
the committee unanimously recommended approval of Fairview Corporate Center
subject to the recommendations of the various boards and commissions of the city.
Councilman Nashar moved to approve the Fairview Corporate Cemer subject to the
recommendations of the various city boards and commissions. The motion was
seconded by Councilman McKay and passed unanimously.
^ Cafe Stratos, 23642 Lorain Road, proposal for a deck to be mounted on the front side
of the building. Representing Cafe Stratos was Mr. Stratos. The parking variance is
seasonable pertaining to this location as the deck will be used only during good
weather. The construction of the deck had already been completed prior to the BAD
meeting. The owner assumed that the Building Department had akeady given him
permission to build the deck. The committee recommended approval as the Building
Commissioner had no objections to the way it was completed. Councilman Nashar
moved that Council approve the proposal subject to the recommendations of the
various city boards and commissions and Council committee. The motion was
seconded by Councilman Gareau and passed unanimously.
Ordinance 2002-124, which amends Chapter 131'l of the Building Code entitled
"Registration and Licensing of Contractors." This ordinance will comply with the
state practice. In attendance was Mr. Jim Burns, representing the Chamber of
Commerce, who made recommendations to this ordinance. The Law Director said he
would look into the recommended changes, and the legislation is currently on hold.
Councilwoman Kasler, chairperson of the Public Safety, Health & Welfare Committee:
1) On August 26, the Safety Committee meeting was held to discuss the issue raised by a
resident in regard to a safety matter on Fawn and Dawn Drives. Present were the
committee members and other members of Council, the Mayor and guests. Discussed
was the issue raised by some residents of the area regarding parking on Fawn and Dawn
and the concern that the stree7 is not wide enough to accommodate three car widths,
which would occur when someone is turning into the street and cars are parked on bath
sides. However, another neighbor who lives directly in the area presented and expressed
his concern that there is ~eeessary parking on that street and that there is no safety issue.
Based on that conversation, it was the recommendation of the committee that the Mayor,
direct his administration (Safety Director, Police, and Traffic Engineer) to investigate this
issue and to include surveying the neighborhood, talking with neighbors and examining
the physical street concern and the traffic pattern. The results should be presented to the
committee as soon as possible.
Councilman Miller, member of the Public Safety, Health & Welfare Committee: 1) On
Tuesday, August 20, the Public Safety, Health & Welfare Committee met. In attendance
were committee members Nashar and Miller. Agenda items were as follows:
• A liquor transfer for property located at 24532 Lorain Road in a planned
establishment to be known as JKT Inc., DBA Pepper Joes. This license is for a class
DI and D3. After discussion, it was felt that this request should be held in committee
