Special Council Minutes of 8/2b/2002 <br />as aproject-oriented position, not on an hourly basis. That was the determination that <br />Mayor Boyle made over the ensuing years, and it's an area with which he agrees with <br />him. The Mayor read a lengthy job description which detailed the numerous duties and <br />responsibilities of the position. The Mayor noted the entire process for annual reporting <br />is underway starting at the beginning of December through the end of February. <br />Throughout the year, on a consistent, regular basis, the secretary fields many and <br />numerous contacts made regarding economic development, abatement requiremerns, <br />processing rules, area of coverage and the like. The Mayor noted that there is a <br />tremendous amount of work involving inter-government agencies, such as the State of <br />Ohio Personal Property Tax Department, RITA, and county offices, as well as inter- <br />municipal individuals and agencies, such as the school board. There is much time <br />involved in processing the appropriate documentation and filing the documentation with <br />the State of Ohio, Cuyahoga County, the Finance Director, school board members, <br />school treasurer, members of Council, etc. He believes the amount of work is woefully <br />underpaid. Councilman Gareau asked the Mayor whether there was some mechanism in <br />place which insured that the person was not being paid both the hourly administrative <br />assistant rate and also working and being paid part of the $4,700 for the TIRC/Housing <br />Council secretary. Mayor Musiai said he thought that the person does have a procalure, <br />and he would consult with her to ascertain whether she does. When asked if the person <br />keeps time sheets, the Mayor replied that he had not required that because he has <br />construed this to be aproject-oriented activity. Mrs. Kasler said she would like to see <br />documentation of hours spent on the TIRC/Housing Council secretary's position so that <br />there is verification that those hours are separate and apart from hours being spent as an <br />administrative assistarn. That is only fair to the taxpayers that those jobs are not crossing <br />over, and that those are documented so that pay is being made accordingly. Mrs. Kasler <br />asked how many TIRC and Housing Council meetings were held this year. Mayor <br />Musial said he would get that information for her. Mayor Musial noted that this program <br />was first initiated by Mayor Boyle on a proj~t-oriened basis. He continual that aspect <br />in terms of construing this to be aproject-oriented activity. He had not maintained any <br />separate tracking of that area because it was a continuation of a prior practice. However, <br />the secretary may have done so, and he will follow up with her on that. Mr. Limpert said <br />that this is not germane to the General Fund, which is the prime concern. He felt it would <br />be an excellent idea for this to be the subject of a committee discussion with the Mayor <br />after he has had an opportunity to gather the answers to the valid questions that have been <br />asked. He would ask that Council vote no on this amendment and bring this up for a <br />serious review and discussion in the very near future. Mr. Dailey said he agreed with Mr. <br />Limpert and asked that this be removed as it has no effect on balancing the budget and it <br />should be held over for discussion at a later date. Mr. Gareau said that it would impact <br />the General Fund if the secretary is being compensated for an howly rate as an <br />administrative assistam while being compensated for the TIRC/Housing Council <br />secretary position. This is taxpayers' money which is being used; and, if there is a <br />satisfactory explanation, he will surely consider putting the money back. Councilman <br />Miller said that any time Council cannot get answers that properly explain expenditure of <br />funds to their satisfaction, they have a responsibility to stop that activity urnil they can <br />get complete information. Councilman Dailey inquired of Finance Committee <br />chairperson McKay whether this issue had been discussed during the appropriations <br />10 <br /> <br />
