Special Council Minutes of 8/26/2002 <br />process, and Mr. McKay answered no. Finance Director Copfer clarified that the position <br />was paid in an annual amount that was split into two payments. Councilman Miller said <br />it was his recollection regarding the references to the prior administration and how the <br />position was put i~rto effect, that the individual in that position was actively pursuing <br />businesses to locate in the community so that the community could benefit from the tax <br />dollars. Also in reference to the question of whether this issue was discussed during <br />appropriations, he personally did ask questions about the position. Mr. McKay asked the <br />Law Director whether it was proper to hold two jobs within the city. Law Director <br />Dubelko stated he believed, when this position was created, there was permission given <br />for the person to have other employment with the city. <br />Roll call on the motion made by Mrs. Kesler and seconded by Mr. Gareau to subtract the <br />remaining $2,387 from the Housing Council's secretary position and to earmark that <br />money for economic development: Kesler, yes; Gareau, yes; McKay, yes; Dailey, yes; <br />Miller, yes; Limpert, no, commenting Council should have a chance to analyze this issue. <br />As far as he is concerned, no one knows the facts and he sees it as an attack on the <br />administrative office. Roll call continued: Nashar, yes, commerning that he is voting yes <br />for now until the Mayor supplies more facts to Council and it can be reconsidered at that <br />time. The motion passed with six yes votes and one no vote. Ordinance No. 2002-117 <br />was amended. <br />Councilman Gareau moved to suspend the rule requiring three readings on the twice- <br />amended Ordinance No. 2002-117, with the amendments reflected from this evening's <br />discussion. The motion was seconded by Councilwoman Kesler and passed <br />unanimously. Councilman Gareau moved to adopt Ordinance No. 2002-117 as twice <br />amended, and the motion was seconded by Councilwoman Kesler. Roll call: Gareau, <br />yes; Kesler, yes; McKay, yes; Limpert, yes, commenting he was not completely <br />convinced everything was the way it should have been handled, but it is necessary to <br />move the city forward. Roll call cominued: Miller, yes; Nashar, yes; Dailey, yes, <br />commenting that any time a budget is discussed, it can become an emotional time. He <br />wants to thank the members of Council, the administration and the workers and residents <br />of the city for being so diligent and helping Council get this done. The motion passed <br />unanimously.
