Council Minutes of 8/20/2002 <br />being spent on the library. Mayor Musial said he cannot comment as to why letters have <br />not been sent out. He does know that Capt. Wozniak is in charge of that particular <br />activity and he is out of town until tomorrow. With regards to the selection of the spots <br />that will not have school guards, that was determined by a committee comprised of <br />individuals from the Police Department, the school administration and the Safety <br />Director. They came to their conclusion that these particular spots would not effectively <br />affect the safety of the kids. Also, the schools have staggered the starting and departure <br />times at some of the schools so that three school guards will have double shifts within the <br />two hours that they are being paid. With regard to some of the other students, the schools <br />have increased busing to accommodate the loss of school guards. Mr. Erich asked if the <br />administration will take the responsibility if these children get hurt where there are no <br />crossing guards. Mayor Musial said the committee is comprised of perhaps the best <br />judges in that area. This is a project in progress. When schools do open, there will be <br />policemen at various locations making judgment decisions at that time. Then the group <br />will get together and re-evaluate what they have done. Mr. Miller listed the posts to be <br />eliminated: Dover and Lorain; Sparky and Lorain; Butternut and Burns; Porter and <br />Lorain, two positions; Country Club and Victoria; Sweetbrier at Pine School; McKenzie <br />and Southern. As long as he can remember, there has been a crossing guard at Lorain <br />and Dover Center. He feels strongly it's not the wisest thing to do to not have a guard <br />there. Regarding the library, Mayor Musial said the demolition of James Lumber has <br />been put out to bid, and the bids are being evaluated. <br />Rock Creadon, 29960 Broxbourne Road, lives across from the pumping station. His <br />concern is the wetlands enhancement program and Broxbourne Road being brought up to <br />the proper specifications of the plat, which is a 20 foot road. The wetland enhancement <br />program was supposed to go down Elmhurst Avenue. At the last moment, it was <br />changed to go down Whitehaven and Broxbourne. There is a manhole right before the <br />ditch on Broxbourne and it's about three inches above the street-it is hit by snowplows <br />on a regular basis and is causing a safety hazard for city workers. The street across the <br />drainage ditch is less than 15 feet wide on Broxbourne just before the pump station and <br />also just before his driveway. The pump station was built at a cost of $275,000, and he is <br />paying over $5,000 a year in property taxes now that the school issue has passed. <br />Residents do not want access to the wetlands through Elmhurst Avenue. The city is <br />already using Braxbourne because the pump station is there. The county is using <br />Broxbourne to access the project that is being done there. It would take 1/3 of the paving <br />to put the gate and the access road right at the end of Broxbourne. He doesn't have a <br />problem with it. The pump station is the next thing that is plowed right after Lorain <br />Avenue. So, if they needed access to that in the winter time, they would have it. He has <br />had to install a fire hydram at the end of Broxbourne at the end of his property. The street <br />does not extend to the fire hydrant. In the winter time, the snow is plowed to the end of <br />the street blocking the hydrant. Postal vehicles must back up on Broxbourne, which is a <br />violation of postal regulations. When the street was paved in 1998, they stopped just <br />short of his driveway. He asked why, and was told that the street would be finished after <br />the pump station was finished. The pump station was finished in 1999. The county says <br />they will restore the street to the present condition they will not widen it or put it where <br />it should be. This will probably be the last time that Broxbourne Road is going to be <br />11 <br />
